On December 10th, the Ho Chi Minh City Department of Health announced that it has launched a survey on the quality of operations and public service provision at public health institutions in Ho Chi Minh City for the period 2022-2025.
The 2025 survey results recorded 14,953 responses from citizens at public health facilities (a 1.05-fold increase compared to 14,192 responses in 2024). The average satisfaction rate reached 89.29% (compared to 88.25% in 2024). However, 12 facilities still had satisfaction rates as low as 60-80%.

A survey of outpatient patients and their relatives recorded 61,586 responses, with an average satisfaction rate of 95.94%, a decrease of 0.22% compared to 2024. Five units achieved a 100% satisfaction rate, while one unit recorded a rate below 80%.
For inpatients, there were 45,340 feedback responses, with an overall satisfaction rate of 96.58%, a slight increase compared to the previous year's 96.52%. All units achieved a satisfaction rate above 80%, with 6 hospitals achieving a perfect 100% satisfaction rate.
In addition, the Ho Chi Minh City Department of Health also recorded 7,910 patient feedback responses regarding inpatient experiences. The overall satisfaction score reached 8.84/10 (an increase of 0.03 points compared to 2024), but there are still 5 units with an average score below 8.
For the group of mothers giving birth in hospitals, 2025 recorded 8,617 responses with an average satisfaction rate of 99.02% – the highest among all surveyed groups.
According to reports from hospitals and medical centers, the satisfaction levels were as follows: inpatients (96.58%), outpatients (95.94%), and finally, those using services related to administrative procedures (89.29%).
A representative from the Department of Health stated: "Most indicators reached high levels and showed an upward trend compared to the same period last year, reflecting the significant efforts of the health sector in improving service quality and optimizing the patient experience."
Hospitals have maintained good patient satisfaction surveys and implemented various solutions to improve service quality, such as training medical staff on communication and behavior; strengthening health counseling and education for patients' relatives; adding amenities like phone charging stations, improving the canteen, and installing more signage within the hospital grounds…

In addition, healthcare facilities continue to expand same-day examination and treatment services and improve examination and treatment procedures to shorten waiting times and make things more convenient for patients.
Although the hospital has met patients' expectations before their visit and treatment, and the public has given positive feedback on their experience, the healthcare sector has also noted some shortcomings that need to be addressed.
Accordingly, some medical facilities still lack adequate infrastructure, including parking spaces, unclean restrooms, insufficient waiting chairs during peak hours, and prolonged waiting times for registration, examination, and medication in some places. Furthermore, the application of information technology in providing medical administrative services has not yet met public expectations…
In the coming period, the Ho Chi Minh City Department of Health will continue to review administrative procedures at hospitals, thereby developing solutions to streamline and adjust processes to create maximum convenience for people when they come for medical examination and treatment.
The healthcare sector encourages patients to register for appointments online at facilities that have implemented appointment scheduling applications. Simultaneously, it promotes the application of information technology in the examination and treatment process, patient flow management, and coordination, contributing to reducing overcrowding during peak hours.
In addition, hospitals will renovate facilities, upgrade restrooms, and strengthen supervision to ensure the progress and effectiveness of improvement activities.
The Department of Health also requested that units continue to maintain breastfeeding counseling activities through various forms such as group counseling, individual counseling, visual models, communication videos and guidance materials, and develop and evaluate improvement projects in this field.
According to the Ho Chi Minh City Department of Health, promoting the application of technology, ensuring transparency of information, and replicating effective improvement models will be crucial factors in enhancing service quality and increasing public satisfaction in the future.
