At the 6th session (the special session at the end of 2025) of the Ho Chi Minh City People's Council, 10th term, 2021-2026, held on the afternoon of December 10th, delegates approved a resolution promulgating regulations on specific policies to support trade promotion activities in Ho Chi Minh City.
The Ho Chi Minh City People's Committee stated that in recent years, the locality has paid attention to and implemented many practical trade promotion activities, directly contributing to economic growth, supporting businesses in improving their competitiveness, expanding markets, and boosting product consumption.

Through trade fairs, exhibitions, and business networking programs, both domestically and internationally, businesses have the opportunity to access market information, partner needs, consumer trends, and international technical standards. This allows for the continuous improvement of products, enhanced quality, and expansion of production scale.
The Ho Chi Minh City People's Committee affirms that trade promotion is not only a tool to support businesses, but also a driving force for socio-economic development, contributing to enhancing the image and position of Ho Chi Minh City domestically and internationally.
However, the legal basis for implementing trade promotion activities in Ho Chi Minh City has revealed many limitations, causing confusion during implementation. These include obstacles related to the procedures for using budget funds, budget preparation, allocation, use, and settlement of funds.

Ho Chi Minh City's new resolution aims to build a comprehensive, transparent, and effective legal framework regarding the content and level of support for trade promotion activities. This is also an effective policy tool to boost production, exports, develop the domestic market, and enhance the competitiveness of businesses.
The newly approved policies will provide support for domestic trade promotion activities; promoting foreign trade development; organizing publicity and promotional activities to raise public awareness of Ho Chi Minh City's brands, goods, and services; training and capacity building in trade promotion and market development; and building and publishing information and databases on products, industries, and markets.
The city budget is expected to spend over 1,000 billion VND during the 2026-2030 period. Of this, Ho Chi Minh City will provide financial support for organizing trade fairs, exhibitions, trade weeks, and markets; and for concentrated promotional programs, with specific support levels.
Participants in supply-demand connection conferences between Ho Chi Minh City and other provinces and cities, as well as in festivals, weeks, and events showcasing key, distinctive, and potential products of Ho Chi Minh City, will receive 100% financial support based on the bidding price or the quotation from the Organizing Committee.
