According to the draft submitted at the 6th Session of the Ho Chi Minh City People's Council, to be considered for support, each delegation must have at least 100 people and stay in the city for at least three nights. In addition to attending conferences, seminars or exhibitions, the delegation must also have a schedule to visit Ho Chi Minh City for at least two days.
The support is implemented on the principle that each group of guests can only enjoy the policy once, without overlapping with other support programs of the State. The documents and documents requesting support must be complete, legal and valid according to regulations.
Notably, the maximum support level of 51 million VND is only applicable to groups of 1,000 guests or more. This support package includes the cost of sightseeing tickets with a support level of 15-25%, maximum 20 million VND; the cost of renting a hall with a support level of 15-30%, maximum 20 million VND; the cost of performing arts reception with a maximum of 10 million VND; and souvenirs worth 1 million VND. Priority gift products are OCOP goods or products that have won the Ho Chi Minh City tourism design award.
According to the plan, this policy will be applied until the end of 2030, with the goal of attracting about 270 eligible MICE tourist groups to benefit.
After merging with Binh Duong and Ba Ria - Vung Tau , Ho Chi Minh City now has about 681 resources that can be developed into tourist destinations. The city is considered to have enough conditions to become a comprehensive tourist destination, serving a variety of types from resorts, nature exploration to business travel, culture, cuisine and shopping.
However, the international tourism market in Ho Chi Minh City has only recovered about 70% compared to 2019, not commensurate with its available potential. The main reason is said to be the lack of strong enough incentive policies to attract large-scale international MICE groups.
