On the afternoon of December 9, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee for resolving difficulties and problems of backlogged projects (Steering Committee 751) - worked with the Ho Chi Minh City People's Committee to hear about the results of handling difficult and stuck projects in the area and the preparations for the opening of the International Finance Center in Ho Chi Minh City.
Reporting at the meeting, Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies (HIDS), said that preparations have been made to open the center on December 19. Accordingly, the headquarters for the International Financial Center agencies such as the executive agency, the supervisory agency... have been prepared by the city, divided into 3 phases.
In phase 1, the headquarters will be located on the 6th floor of building 123 Truong Dinh. Phase 2, the headquarters will be located at building 8 Nguyen Hue - under repair and renovation, expected to be completed before Lunar New Year 2026. Phase 3, the construction of the International Financial Center will be completed in the Thu Thiem area.

Recently, the National Assembly passed a Resolution on the International Financial Center in Vietnam, effective from September 1. The current issue is to urgently complete the legal infrastructure to implement the National Assembly's resolution, including decrees to deploy the construction and operation of the Vietnam International Financial Center in Ho Chi Minh City and Da Nang City.
Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated Ho Chi Minh City’s proactiveness in preparing infrastructure and legal frameworks. In particular, 8 important decrees are about to be issued.

Regarding the operating regulations, Ho Chi Minh City has basically completed the draft, signed with Da Nang and requested the Ministry of Finance to participate in giving opinions to ensure consistency and feasibility.
Regarding infrastructure, the Deputy Prime Minister also appreciated Ho Chi Minh City's preparation in stages, building infrastructure, especially information technology infrastructure. Regarding human resource development for the Financial Center, this is a key requirement to ensure operations according to international standards.
The highlight highly appreciated by the Deputy Prime Minister is that up to now, about 20 large investors have shown interest in and participated in the International Financial Center.
