Speaking at the 6th session of the Ho Chi Minh City People's Council on December 10th, the Chairman of the Ho Chi Minh City People's Committee stated that the city has chosen science and technology and innovation to solve the growth problem and as a lifeline to escape the middle-income trap.
According to Mr. Duoc, Ho Chi Minh City possesses a very unique resource that no other place has. It is a center for high-quality human resources, a hub for large businesses, leading experts, and scientists. This is a valuable resource that no other place possesses, and it is also a special condition that allows the city to choose science and technology and innovation for development in the new phase.

Currently, many large technology corporations from around the world have come to Ho Chi Minh City to do business and continue to invest in the city in the new phase.
To focus on developing science and technology and transitioning to high-quality industries, Ho Chi Minh City will build a science city in Binh Duong . This area will concentrate on science and technology and innovation. Currently, Becamex Group has completed the planning and is preparing the necessary infrastructure.
Binh Duong Science City will attract high-tech industries, key projects, high-value sectors, renewable energy, biotechnology, AI, etc., primarily focusing on science and technology enterprises and innovation.
In addition, Ho Chi Minh City will also focus on investing heavily in high-quality healthcare and education. The city is planning to build a satellite city in Binh Chanh. This large area will be home to high-quality universities, international universities, and high-quality hospitals.
Once this area is developed, major schools, institutes, and training centers from the city center will be relocated here to facilitate investment and development in this sector.
After the merger, Ho Chi Minh City has nearly 100 universities, research institutes, and training centers.

At the meeting, the delegates of the Ho Chi Minh City People's Council contributed nearly 430 million VND to support people affected by storms and floods.
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, stated that from 2026 onwards, Ho Chi Minh City will be a major construction site. Many large-scale projects will be implemented from 2026, including metro lines, gateway transportation projects, canal renovation projects, and urban beautification projects.
To expedite project implementation, the city requires each project owner to create a Gantt chart for each project, to monitor progress on a weekly and monthly basis.
"The city is committed to accelerating key projects in the coming period such as Ring Road 3, Ring Road 4, flood control projects, and the Binh Quoi urban area project... I am confident that with the determination to implement them decisively, along with breakthrough policies, when these key projects become operational, Ho Chi Minh City will make a breakthrough in the coming period," Mr. Duoc said.
At the meeting, the city's People's Council delegates contributed nearly 430 million VND to support people in the flood-affected areas of Central Vietnam.
