Both projects are behind schedule and have many shortcomings.
The Government Inspectorate has just issued a notice summarizing the inspection findings regarding two projects facing difficulties and obstacles in Tuyen Quang province.
Specifically, the high-tech dairy farming and milk processing investment project is invested by Ha Giang High-Tech Dairy Farm Co., Ltd., with a scale of 10,000 cows, including 5,000 milking cows. The total investment capital of the project is nearly 2,218.7 billion VND.
The planned land area for use is 80.15 hectares in Lung Chau residential area, Ha Giang 2 ward, within the Economic Zone of the former Ha Giang province, now Tuyen Quang province.
Secondly, there is the Song Lo 5 Hydropower Project, invested by Xuan Thien Ha Giang Co., Ltd., which aims to supply electricity to the national grid, regulate downstream flow, serve agricultural irrigation, develop tourism, create jobs, and increase local budget revenue.

This hydropower project is classified as a Class II project, with an installed capacity of 29.7 MW and an average annual electricity output of 103.95 million kWh. The planned land area for the project is over 227.1 hectares in Viet Vinh, Quang Minh, and Kim Ngoc communes, Bac Quang district, Ha Giang province (now part of Bang Hanh, Bac Quang, Tan Quang, and Dong Tam communes, Tuyen Quang province). The total investment is over 1,068.7 billion VND.
Both projects utilize non-budgetary funding and have an operating period of 50 years.
The inspection report concluded that, through direct inspection of the Ha Giang High-Tech Dairy Farming and Milk Processing Investment Project and the Song Lo 5 Hydropower Project, several difficulties, obstacles, limitations, and shortcomings were found in the approval and adjustment of investment policies.
Furthermore, the process of surveying, preparing detailed plans, and proposing investment projects has not been rigorous. The project area is mainly based on the investor's proposal, leading to inconsistencies and a lack of uniformity in land area data between the project's detailed plan and the higher-level plan.
In addition, the lack of thorough geological surveys at the project site meant that the plan to use boreholes for water supply could not be implemented as intended.
Both projects are behind schedule compared to the schedule approved in the revised investment policy due to the impact of the Covid-19 pandemic and difficulties and obstacles in land clearance.
To overcome the aforementioned difficulties, obstacles, and limitations, the Provincial People's Committee has assigned relevant departments to inspect, supervise, and decisively direct the implementation of land clearance, land allocation, land leasing, and handover of land to investors for the construction of main projects according to the plan.
The Ha Giang High-Tech Dairy Farming and Milk Processing Investment Project has been approved by the Provincial People's Committee to utilize water from the Suoi Suu clean water project for the farm's operations; at the time of the inspection, the Suoi Suu clean water project was completing its investment, management, and operation, and would soon supply clean water to the project.

"The responsibility for the aforementioned limitations and shortcomings lies with the Chairman and Vice-Chairman of the Provincial People's Committee; the Directors and Deputy Directors in charge of fields such as Finance, Agriculture and Environment, Construction, and Industry and Trade; the Head and Deputy Head of the Economic Zone Management Board; the Chairmen and Vice-Chairmen of the People's Committees of Vi Xuyen and Bac Quang districts in charge of relevant fields during the period; the investor; and other relevant organizations and individuals," the conclusion clearly states.
We request that an investigation be conducted to clarify responsibilities.
Based on the above inspection and audit results, the Government Inspectorate has put forward a series of points to review and expedite the progress of the Ha Giang High-Tech Dairy Farming and Milk Processing Investment Project and the Song Lo 5 Hydropower Project.
Regarding accountability, the Government Inspectorate recommends that the Prime Minister direct the People's Committee of Tuyen Quang province to conduct a review, clarify responsibilities, and handle the matter within its authority or recommend that the competent authority handle it; at the same time, direct the heads of agencies, units, localities, and organizations and individuals to seriously review and clarify their related responsibilities. From there, determine the appropriate disciplinary measures according to regulations.
The Government Inspectorate requested the People's Committee of Tuyen Quang province to urgently direct and organize the implementation of the inspection conclusions and recommendations, take decisive measures to resolve difficulties and obstacles of the projects, and rectify and address shortcomings and deficiencies in planning, investment management, and land management and use for the two projects; and to review and handle similar issues for other projects throughout the province.
The Provincial People's Committee needs to direct the Provincial Inspectorate to strengthen inspections and audits of state management in planning, investment in construction, and land management and use; promptly and decisively address any difficulties, obstacles, limitations, or shortcomings (if any) in the locality to avoid wasting resources.
