At the meeting, the Secretary of the Ho Chi Minh City Party Committee listened to and discussed with entrepreneurs, scientists , and innovative startups, with the aim of contributing initiatives to help Ho Chi Minh City move towards a digital economic center; a center for innovation and startups of national and international stature.

Secretary Tran Luu Quang affirmed that science, technology and innovation are important driving forces in the growth of Ho Chi Minh City. The city has achieved positive results that lay the foundation for future development. As the leader of Ho Chi Minh City, he will personally pay attention and urge development.

"Although Ho Chi Minh City is having to worry about many pressing issues that are closely related to people's lives, we must affirm that with science and technology, science and technology will come back to help the city solve these pressing issues," Mr. Tran Luu Quang told businesses.

Two contents that Ho Chi Minh City supports for immediate investment and development, according to the City Party Secretary, are the construction of large data centers and the production of unmanned aerial vehicles (UAVs). In particular, UAV production has a ready foundation from FPT, City Group, RTR Company... will be done immediately and have a market and application. Enterprises must boldly make good products to have the motivation and resources to apply them in daily life.

Secretary Tran Luu Quang encouraged Mr. Luong Viet Quoc, CEO of RTR Company, to produce quality UAVs for application in life. Ho Chi Minh City committed to be the first unit to use them for rescue, traffic monitoring, fire prevention and fighting...

Mr. Quoc was the one who brought 4 Drones to Khanh Hoa to help with flood relief and Secretary Tran Luu Quang directly connected with the locality so that Mr. Quoc's UAVs could fly to help the people.

Mr. Quoc told the story of his company's UAV development. "When I first started, people asked me what I was doing, and I said UAV. They said it was a failure and that I couldn't compete. But I did it and now I can confirm that Vietnamese people can produce UAVs that can compete with the world," Mr. Quoc said.

Regarding cost, Mr. Quoc said that compared to rival markets, Vietnam's research and development costs are 1/20 cheaper than in the US, and production costs are 30-40% cheaper.

The low-end economy could reach about $10 billion

Sharing about low-level economic development, Mr. Truong Gia Binh, Chairman of FPT Corporation, said that he dreams of a Vietnamese drone capital.

Mr. Binh said that the businesses in the group have established a low-level economic alliance and are discussing with Ho Chi Minh City to develop it. How can this economy reach a scale of about 10 billion USD in the next 10 years, creating 1 million jobs?

To develop as desired, the growth rate of this Vietnamese economy must be twice the world average. The world is growing at about 30%, Vietnam must grow at 60-70% but it will be able to do that speed.

Mr. Truong Gia Binh believes that if developed properly, the low-end economy in the next 10 years can reach a scale of about 10 billion USD, creating 1 million jobs.

The biggest obstacle at present, especially in development cooperation, according to Mr. Binh, is the institution. "We lack regulations on this type of business, regulations on how to cooperate with foreign investors; we do not have any standards, certificates, origins, licenses, business conditions, or how to apply the sandbox," Mr. Binh said.

However, Japan is ready to start from the beginning, joining hands with Vietnamese enterprises to develop. FPT has registered with Ho Chi Minh City to be a member to build and develop the low-end economy. If there is a sandbox mechanism for the city, enterprises will immediately start investing.

According to Mr. Truong Gia Binh, Vietnam's low-level economy has reached a scale of 100 million USD/year. In addition to production and sale, UAVs will be applied to daily life, transporting goods, carrying passengers...

Mr. Tran Kim Chung, Chairman of City Group, also believes that Ho Chi Minh City has many advantages to become a low-level economic center of the region. And this economy will solve the problems of Ho Chi Minh City such as traffic, pollution, and happiness index. According to him, low-level economy is dynamic and highly developed, and Ho Chi Minh City has many opportunities to approach.

At the meeting, experts and scientists also advised city leaders on solutions, policy proposals, and resources for science and technology development and innovation in the new period.

Along with that are breakthroughs in implementing Resolution 57 on science, technology development, innovation and national digital transformation.

Ho Chi Minh City currently ranks 2nd in the Digital Transformation Index and the National Innovation Index. The city’s innovative startup ecosystem is ranked 110th globally and 5th in Southeast Asia.
The city has also risen to 30th in the world in blockchain.
In the next 5 years, Ho Chi Minh City determines that the digital economy will account for 30-40% of GRDP; become an international-class Innovation Center by 2030; have a creative startup ecosystem in the Top 100 most dynamic cities in the world and have at least 5 international-standard research centers in strategic technology fields.
