The challenges are significant, but stability remains.
Beginning his speech, Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, shared that 2025 is the final year of the 2021-2026 five-year term and the first year the city operates a two-tiered local government model after the administrative boundary merger. This context creates significant pressure on governance, as the administrative apparatus must adapt quickly, be streamlined, but still ensure efficiency, continuity, and smooth operation.
Nevertheless, the overall picture for Can Tho in 2025 still has many bright spots. All economic sectors are growing; the number of newly established and reactivated businesses has increased by more than 20%; 21 foreign investment projects have been attracted; social welfare programs have been implemented promptly; the program to eliminate temporary and dilapidated houses has been completed ahead of schedule; and national security and defense have been maintained.
Can Tho has completed the reorganization of the provincial-level specialized agencies, restructured administrative units at all levels, and built a two-tiered government model according to the central government's schedule without disrupting socio-economic development tasks.
However, the Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, frankly acknowledged that there are still many difficulties and limitations, especially economic growth which only reached 7.23% , lower than the target of over 10%; disbursement of public investment capital is slow, reaching only 44% of the plan as of December 8th and it is very difficult to reach 100% by the end of January 2026. In addition, the two-tiered government model is initially still facing difficulties, with localized shortages and surpluses of officials at the commune and ward levels; socio-economic infrastructure is deteriorating in many areas; digital transformation is slow; and the database is incomplete.
The reasons, as analyzed by the Chairman of the People's Committee of Can Tho City, are: the development foundations of the three localities before the merger were different; coordination was not synchronized; weather patterns, storms, and tidal surges were unpredictable; diseases affected crops and livestock; electricity production declined; agricultural production was significantly impacted; export markets fluctuated unpredictably; new growth drivers had not yet been fully utilized, while old drivers were slow to be addressed.
Nevertheless, he affirmed: "While the 7.23% growth target for 2025 has not yet been met, it demonstrates the tremendous efforts of the Party Committee, government, and people of the city in the context of boundary adjustments and organizational restructuring."
Issues of concern to voters: transportation, flooding, healthcare, science and technology.
One of the highlights of the speech was the Chairman of the People's Committee of the City explaining and clarifying a series of issues of concern to voters and members of the City Council.
In the transportation sector, he acknowledged the slow progress of many projects, especially key projects such as the two interchanges , the upgrading of National Highway 91 from Km0 to Km7 , and the western ring road… The city will focus on more decisive direction in land clearance, dealing with incompetent contractors and officials, and prioritizing investment in accordance with the plan.
Regarding urban traffic congestion, the city will mobilize resources to build centralized parking lots, complete the Urban Traffic Management Center combined with an ITS system, re-plan the central area according to the smart city orientation, implement the Smart City Project according to Decree 269, and develop a roadmap for relocating medical, educational, and industrial facilities out of the city center.
The Chairman of the People's Committee of Can Tho City explained that the persistent urban flooding problem is due to a lack of coordination in the drainage system, as urban upgrading projects are being implemented simultaneously with delayed national highway projects, coupled with higher-than-average water levels in 2025 and delays in assigning drainage management responsibilities to ward-level authorities. The city has tasked the Department of Construction with developing a new drainage plan and is focusing on completing the upgrade project for National Highway 91 to ensure seamless connectivity.
In the agricultural sector, issues related to clean water , natural disaster damage , and enhancing the value of agricultural products are being addressed decisively. The city is coordinating with clean water companies, reviewing and supporting households affected by the disaster according to Decree 09; inviting investment in deep processing; cooperating with Can Tho University and Japanese businesses to develop the "Made in Mekong " brand, building a "food valley," and proposing to the Ministry of Agriculture and Environment to establish an OCOP Association.
In the healthcare sector, the key project , the Can Tho City Oncology Hospital (500 beds), is currently undergoing procedural improvements to restart construction by the end of 2025 and complete it by the end of 2026. The city is also reviewing personnel matters at autonomous hospitals, particularly in the former Soc Trang and Hau Giang provinces.
Regarding science and technology, Can Tho City aims to establish a regional innovation center , allocating at least 3% of its budget to science and technology, innovation, and digital transformation.

Target for 2026: Growth of 10-10.5%
Looking ahead to 2026, Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, stated that the economic growth target is 10-10.5% , considering this a key and breakthrough task to create momentum for the new phase.
Accordingly, the city will implement the "6 clear principles"; the growth plan will be developed in detail down to each level 2 account and each department, ensuring implementation on a monthly and quarterly basis.
In addition, Can Tho will complete the approval of the revised City Planning for the period 2021-2030, with a vision to 2050, expanding the development space and increasing proactiveness within the special mechanism to enhance its role as a regional center.
Disbursing public investment funds is identified as a key task. The city will prioritize key national projects, accelerate compensation, support, and resettlement, address infrastructure bottlenecks, and remove legal and procedural obstacles.
Transportation infrastructure - a new engine of growth.
Can Tho plans to accelerate the progress of a series of major projects, including: Chau Doc-Can Tho-Soc Trang Expressway : Land clearance is basically complete, foundation load testing is underway, expected to open to traffic by the end of 2026; Upgrading and expanding National Highway 91 (Km0-Km7) : Focus on completing land clearance in 2025; Can Tho City Oncology Hospital : Restarting construction by the end of 2025, to be completed by the end of 2026.
The city aims to begin construction on eight new resettlement areas in 2026 , ensuring stable housing for people affected by the projects.
The People's Committee of Can Tho City has requested that the disbursement of public investment funds be included as a criterion for evaluating the year-end performance of heads of departments. Groups and individuals who fall behind schedule will be subject to disciplinary action. The disbursement task force will regularly inspect, hold thematic meetings, and directly resolve obstacles at each project.
Building a service-oriented government.
The Chairman of the People's Committee of Can Tho City emphasized that 2026 will be a year of tightening administrative discipline. The city will strengthen inspections of public services, rectify working methods, and strictly handle cases of stagnation and evasion of responsibility. At the same time, priority will be given to funding for training and professional development of officials, especially in areas requiring high expertise such as land management, land clearance, and investment-construction.
Digital transformation continues to be a focus, with the goal of improving the PCI, PAR INDEX, PAPI, and SIPAS indices. The city will strengthen digital data, improve information technology infrastructure, and vigorously implement the smart city model.
National security and defense are firmly ensured, linked to the task of expanding international relations and coordinating with Japanese businesses to build the " Made in Mekong " brand.
'Responsibility, discipline, and standing alongside the people'
In his speech, Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, emphasized that the City People's Committee seriously considers all opinions, supervision, verification, and criticism from the City People's Council and the Fatherland Front; and at the same time requested relevant departments to immediately resolve issues within their authority and promptly report to the City People's Committee on issues beyond their authority.
He expressed his gratitude to the city's voters for their support and cooperation with the government in 2025 – a year full of change and challenges. He also expressed his hope that voters would continue to contribute their opinions to help Can Tho perfect its proactive and service-oriented government, ensuring rapid and sustainable development and befitting its role as the central hub of the Mekong Delta region .
The Chairman of the People's Committee of Can Tho City emphasized: "Discipline is the foundation, resources are the driving force, and results are the measure. The city will act decisively from the very first days and months of 2026, creating clear changes to improve the quality of life for the people and build a civilized, modern, prosperous and beautiful Can Tho."
