The government has assigned targets for the development of social insurance participation by 2030 to each province and centrally-governed city.
Nationwide, the target for the number of people participating in social insurance is 29,334,000; of which the minimum target for voluntary social insurance is 2,444,500 people.

Removing obstacles in the implementation of social insurance policies.
The government requests the Ministry of Interior to take the lead, in coordination with the Ministry of Finance and other relevant ministries and agencies, in reviewing the difficulties, obstacles, and inadequacies in organizing the implementation of mechanisms and policies to expand the number of participants in social insurance. This is to continue researching and proposing improvements to social insurance policies and laws to expand the scope of compulsory social insurance participation, encourage and support voluntary social insurance participation, and ensure feasibility and suitability to practical realities.
Strengthen guidance and implementation of comprehensive innovative solutions in terms of content, form, and methods of propaganda aimed at ensuring that all cadres, Party members, and the people understand the benefits, role, and significance of social insurance policies and regulations.
At the same time, the Ministry of Interior shall promptly provide guidance and resolve difficulties in the process of organizing the implementation of policies and laws on social insurance. In cases exceeding its authority, it shall report to the competent authority; it shall preside over and coordinate with ministries, sectors, and localities to conduct a preliminary review of the implementation of this Resolution before July 31, 2028; and a final review of the implementation of this Resolution before January 31, 2031.
Making it as convenient as possible for workers to complete social insurance procedures.
The Ministry of Finance shall allocate sufficient and timely budget funds to pay social insurance contributions and provide financial support for voluntary social insurance participants as prescribed.
The Ministry of Finance directs the Vietnam Social Security to proactively and effectively organize and implement social insurance policies and regulations, and to be accountable to the Ministry of Finance and the Ministry of Interior for expanding the scope of social insurance participation; to proactively advise and propose solutions, mechanisms, and policies to ministries and agencies to develop the number of social insurance participants; and to coordinate with relevant agencies and organizations in implementation.
At the same time, the Ministry of Finance directed the Vietnam Social Security to strengthen coordination in organizing propaganda activities, innovating the forms and content of propaganda in various ways so that Party committees, governments, agencies, organizations, associations, people, and businesses understand the meaning and importance of social insurance and the obligations of each individual and organization in participating in social insurance.
Continue to reform administrative procedures, strengthen the application of science, technology and digital transformation to create the most favorable conditions for employees and employers to carry out social insurance procedures.
Inspect the compliance with social insurance laws at agencies, units, and organizations employing workers, and promptly handle violations in accordance with the law; direct, inspect, and urge social insurance agencies in provinces and centrally-administered cities to implement solutions to expand the number of social insurance participants.
Every six months, organize a preliminary review and evaluation, and promptly inform and report to all levels and sectors on the results of expanding social insurance coverage. Report the results of implementing this Resolution to the Ministry of Interior in the Report on the situation of implementing policies and regulations on compulsory social insurance, voluntary social insurance, and unemployment insurance as prescribed in point b, clause 12, Article 18 of the Law on Social Insurance; the reporting deadline is before June 30th and December 31st of each year.
Take decisive action against the situation of delayed or evaded payment of mandatory social insurance contributions.
The People's Committees of provinces and centrally-administered cities shall annually develop targets for the development of participants in compulsory and voluntary social insurance within their socio-economic development plans, submitting them to the People's Councils at the same level for consideration and promulgation; ensuring that by 2030, the number of social insurance participants is not lower than the assigned target. The Chairperson of the People's Committee of the province or centrally-administered city is responsible for directing and organizing the implementation and is accountable to the Government, the Prime Minister, and the People's Councils at the same level for achieving the targets for the development of social insurance participants in their respective areas.
The People's Committees of provinces and centrally-administered cities shall direct relevant departments and agencies to develop plans and solutions for implementation to achieve the assigned targets. They shall regularly coordinate, exchange, and provide information on population, labor, wages, taxes, and business registration in their areas to review, compare, and decisively address the situation of delayed or evaded mandatory social insurance contributions.
Based on socio-economic conditions, budget balancing capacity, and the mobilization of social resources, the People's Council at the same level shall decide on providing additional financial support for social insurance contributions for those participating in voluntary social insurance.
Strengthen the dissemination of information on policies and laws, as well as inspection, supervision, and handling of violations of social insurance laws in the area. Assign targets for the development of social insurance participants by 2030 to the People's Committees at the commune level.
The People's Committees of provinces and centrally-administered cities shall establish, strengthen, and promote the role of the Steering Committee for the implementation of social insurance, health insurance, and unemployment insurance policies at each provincial and commune level; the Chairman of the People's Committee at the provincial and commune levels shall serve as the Head of the Committee.
Annually, local authorities shall conduct a preliminary review and evaluation of the results of developing the number of participants in social insurance; before December 30th, a report on the implementation of this Resolution shall be prepared as part of the report on the implementation of Resolution No. 125/NQ-CP dated October 8, 2018, of the Government promulgating the Action Program to implement Resolution No. 28-NQ/TW dated May 23, 2018, of the Seventh Plenum of the Central Committee of the 12th Party Congress on social insurance policy reform, and submitted to the Ministry of Interior and the Ministry of Finance.
The government requests the Vietnam Fatherland Front and socio-political organizations to coordinate with authorities at all levels to strengthen propaganda and mobilization efforts to encourage people, union members, and association members to participate in social insurance; mobilize resources to support union members and association members in participating in social insurance; and promote the role of social supervision and criticism regarding the implementation of policies and laws on social insurance.
