In 2022, Duy recruited Le Cong Son (born in 1988, residing in Thanh Khe ward) and assigned him to manage the projects. From the beginning of 2023, Duy connected with a subject named Torres (residing in Cambodia) to participate in building and upgrading online gambling websites including football betting, casino, dice, lottery, over/under...
The group set up an operating model like a technology business, divided into specialized groups, assigned team leaders and deputy team leaders, and operated using a highly secure Google Chat system, minimizing information disclosure.
