
Rebuilding homes after a natural disaster.
Avuong commune, located in the western border area of Da Nang city, was one of the localities severely affected by the heavy rains and floods in late October and early November 2025. Serious landslides buried dozens of houses, leaving many households homeless and causing significant hardship.
In Atêếp village, where a major landslide affected more than 20 households, with 11 houses completely destroyed, the local authorities, in coordination with military , police, border guard, and militia forces, launched the "Quang Trung Campaign" to rebuild homes and stabilize the lives of the people.
Mr. Briu Quan, Chairman of the People's Committee of Avuong commune, said that after the natural disaster, the mountainous terrain became even more treacherous, transportation was cut off, and construction materials could not be transported by motorized vehicles. Faced with this situation, the forces had to use human labor to transport materials to each household. The work was carried out day and night to ensure progress and help people have safe housing during the cold rainy season.
“After more than half a month of implementation, all 19 severely damaged houses in Avuong have been repaired, and construction has begun on 15 houses that were completely destroyed, with the first house already completed. Thanks to the spirit of solidarity and close coordination between forces, many new, sturdy houses are also in the final stages of completion, helping people in the disaster-stricken area feel secure in welcoming the new year,” Mr. Briu Quan shared.

The reconstruction effort for people in disaster-stricken areas is entering its final stage in the communes of La Dêê, Trà Leng, Trà Tân, and others, which suffered heavy losses from recent floods and landslides. In these communes, the armed forces and local authorities continue to stay on-site, supporting the rebuilding of homes for the people, despite harsh weather conditions and difficult terrain.
In La Dêê commune, over the past few days, border guards and local militia have been working day and night, gradually rebuilding homes for the people living in the border region adjacent to Laos. Since the launch of the "Quang Trung Campaign," the sounds of hammers, saws, and concrete mixers have echoed incessantly through the villages of the Cơ Tu and Tà Riềng ethnic groups. Every officer and soldier is in a race against time, hoping to bring the people back to safe homes in time for the New Year.
Captain Tran Phuoc Quang, Team Leader of the Community Mobilization Team at the Nam Giang International Border Gate Border Guard Station, shared that the officers and soldiers in the unit always consider helping people rebuild their homes as both a duty and an expression of their soldierly spirit. Therefore, the unit mobilizes maximum resources and equipment to repair and rebuild houses, helping people stabilize their lives as soon as possible. “We believe that completing each house one day earlier contributes to saving people one night of hardship. Seeing the anxious eyes of the elderly and children whose homes were destroyed, we tell ourselves we must work faster and more securely,” said Captain Tran Phuoc Quang.
By 2025, social welfare services in the city will be ensured.
Da Nang has fully and promptly implemented policies and activities to express gratitude to war invalids and martyrs on the occasion of the 78th anniversary of the War Invalids and Martyrs Day (July 27), with a total budget of over 120 billion VND; and at the same time, thoughtfully presented gifts to the people for the Independence Day holiday with a budget of over 312 billion VND.
The city has also completed the program to eliminate temporary and dilapidated houses ahead of schedule for the 2023-2025 period and started construction and upgrading of 6 boarding schools in border communes.
The multidimensional poverty rate (according to the national standard for the period 2022-2025) is estimated at 2.6%, meeting the set target (of which the urban area is estimated at 0.64%, and the rural area at 4.71%).
Unleashing the power of national unity.
In 2025, Da Nang, along with many other localities, faced severe consequences from natural disasters. Despite the challenges of operating a new two-tiered local government model, the political system from the city level to the grassroots, with utmost determination, worked together to overcome these difficulties. Focusing on boosting the economy while ensuring social welfare, the city made every effort to provide comprehensive care for its people.

2025 is also the final year for Da Nang to achieve its goal of eliminating temporary and dilapidated houses in the 2023-2025 period. Accordingly, as of August 2025, the city has completed support for the construction and repair of 12,298 houses, reaching 100% of the plan and completing the target ahead of schedule as committed to the Prime Minister. To achieve this result, the city has mobilized and allocated nearly 706 billion VND from the budgets of all levels and social contributions.
Notably, the extreme weather events in September and October 2025 caused significant damage to lives, homes, and property from mountainous regions to the plains. In this context, the city focused its resources on sharing and assisting people in overcoming the consequences and restoring their lives as soon as possible.
Amidst the numerous difficulties caused by floods and tornadoes in October and early November 2025, the great national unity was once again strongly revived. On November 7, 2025, the Vietnam Fatherland Front Committee of the city launched the "Month of Action for People in Disaster-Affected Areas". The Vietnam Fatherland Front Committee of the city stated that the Front system and its member organizations have implemented many practical activities in a coordinated manner, spreading humanitarian values widely throughout the community.
As of December 16, 2025, the Vietnam Fatherland Front Committee of the city had mobilized over 153.9 billion VND; promptly allocating over 122.6 billion VND to support households affected by the disaster and restore essential infrastructure. Simultaneously, over 328 tons of goods were delivered directly to the people, ensuring transparency and accountability.
The pivotal role of member organizations was also clearly demonstrated. The City Labor Union supported its members and workers with over 34.4 billion VND; the Farmers' Association mobilized its members to directly assist affected families; the City Youth Union spearheaded efforts at landslide sites with thousands of gifts and rescue equipment; the Women's Union and the Veterans' Association also contributed billions of VND and thousands of man-days of labor to help people clean up the environment and repair houses.
The results of the implementation of the "Month of Action for People in Disaster-Affected Areas" in 2025 not only demonstrate the synchronized involvement of the entire political system but also contribute to firmly consolidating the people's trust in the Party and the State; and the central role of the Fatherland Front in gathering the strength of the entire nation.
Currently, armed forces and local units are striving to implement the "Quang Trung Campaign" with the determination to complete the repair of 431 houses before December 31, 2025, and build 146 new houses before January 31, 2026. Each completed project is not only an urgent task but also a "command from the heart"—where each officer and soldier considers the homes of the people as their own.
Completed and handed over 175 houses in the first phase of the "Quang Trung Campaign".
As of January 4th, military units under the Ministry of National Defense and Military Region 5 have handed over 175 houses to people in the Military Region as part of the flood relief efforts and the reconstruction of housing for the people.
Specifically, 15 houses were handed over in Da Nang city, 102 houses in Dak Lak province, 6 houses in Khanh Hoa province, 43 houses in Gia Lai province, and 9 houses in Quang Ngai province.
During the "Quang Trung Campaign," 610 houses needed to be newly built in Military Region 5 (331 in Dak Lak province, 70 in Khanh Hoa province, 100 in Gia Lai province, 45 in Quang Ngai province, and 64 in Da Nang city).
Of these, units under the Ministry of National Defence were responsible for building 188 houses, and Military Region 5 built 422 houses.
In addition to the collapsed houses, 824 houses were damaged and needed repair. The units completed the repairs and handed them over by December 31, 2025.
Another 435 newly built houses will be completed and handed over by January 10, 2026, as stipulated by the Government and the Ministry of National Defense.
To date, 8,168 officers and soldiers have participated in supporting the construction and repair of houses for the people, including 2,721 officers and soldiers from military units under the Ministry of National Defense and 5,447 officers and soldiers from units of Military Region 5, divided into 610 construction teams and 314 house repair teams.
