Indicators of high-quality development
In the context of building new rural areas, developing OCOP products not only reflects the local production level and ability to participate in value chains, but also requires innovation in production thinking, improved management capacity, and the entrepreneurial spirit of the people themselves. It can be said that OCOP is an indicator reflecting a higher stage of development for new rural areas, shifting from building a physical foundation to focusing on added value, branding, sustainability, and market competitiveness.
Recognizing that developing OCOP products is a challenging but also a breakthrough step to ensure livelihoods and increase income for the people, Quang Ninh has issued resolutions, projects, and specific support policies, such as: Decision No. 3398/QD-UBND dated November 16, 2022, of the Provincial People's Committee approving the Quang Ninh Provincial OCOP Project for the period up to 2025; Resolution 13-NQ/TU dated April 28, 2023, of the Provincial Party Committee "On the development of science and technology and innovation until 2030". The Provincial OCOP Steering Committee issued Document No. 336/VPĐPNTM-OCOP dated June 19, 2023, "On guiding the implementation of the OCOP cycle in Quang Ninh province for the period up to 2025".
According to the Department of Agriculture and Environment, during the 2020-2025 period, the entire province provided 3.21 billion VND in support for OCOP products under Resolution No. 194/2019/NQ-HĐND dated July 30, 2019; and 1.39 billion VND in support under Resolution No. 313/2020/NQ-HĐND dated December 9, 2020 of the Provincial People's Council, including 950 million VND in bonuses for 49 OCOP products that met 4-5 star standards.
Quang Ninh province has effectively implemented seven groups of solutions, focusing on promoting communication to raise awareness among economic organizations, management agencies, and the people about the OCOP program. New products participating in the OCOP program are assessed, advised, guided, and approved by local authorities; emphasis is placed on organizing production in conjunction with raw material area planning, developing OCOP products based on the natural advantages, culture, and production practices of the locality, and linked to the province's key agricultural products.
The province is focused on promoting the application of science and technology in production, from product traceability management to production, processing, and preservation; supporting OCOP entities in building 12 advanced management systems (ISO, HACCP, GMP) with a total of 380 million VND; and supporting industrial promotion according to Decision No. 41/2018/QD-UBND dated December 28, 2018, of the Provincial People's Committee for 19 projects with a total budget of 4.37 billion VND, mainly supporting the application of machinery and equipment in the production and processing of OCOP products, averaging 200-300 million VND per project.
Driving forces for modern rural development.
With a proactive and innovative approach, Quang Ninh province has effectively implemented the OCOP program. During the 2021-2025 period, the province issued 63 planting area codes covering a total area of over 1,520 hectares and 9 packaging facility codes. Approximately 1,100 hectares of crops in the province maintain production according to Good Agricultural Practices (GAP), of which over 320 hectares are VietGAP certified; 90 hectares of rice and 329 hectares of cinnamon have been granted organic production certificates. To date, the province has 437 products that have achieved star ratings, including 8 OCOP products that have achieved 5-star national ratings. Of the 186 entities participating in the OCOP program, 31.2% are businesses, exceeding the target by 1.2%. 100% of OCOP products are labeled with electronic stamps or have traceability codes/barcodes.
Regarding the distribution system, the province currently has 23 points for introducing and selling OCOP products. 82 OCOP products are stably connected to modern supermarkets such as GO! Ha Long, MM Mega Market, Winmart, Aloha..., clean agricultural product convenience store chains, and shopping points for OCOP products and typical provincial products serving tourists. The OCOP program has made a positive contribution to rural economic development, improving people's income and quality of life. In 2023, the average income of people in rural areas of the province reached over 73 million VND/person/year, and by the end of 2024 it is expected to reach over 84 million VND/person/year.
Mr. Vu Duy Van, Deputy Director of the Department of Agriculture and Environment, said: “Quang Ninh province has completed the construction of new rural areas and is entering the advanced new rural area construction phase. The OCOP program, as a driving force for rural economic development, will focus even more on improving quality. The central task of this phase is to apply science and technology, innovate production processes associated with the digital economy, circular economy, and green agriculture, thereby helping to increase productivity, reduce costs, and create a foundation for brand building. Alongside solutions to expand trade promotion and diversify distribution channels, we will strengthen the organization of training courses to improve the production, management, and marketing capacity of OCOP participants.”
The achievements of the OCOP Program in the 2020-2025 period not only create a solid foundation for Quang Ninh to develop an ecological and modern agricultural sector in the next phase, but also awaken and unleash the potential of the people; using the people's strength to benefit the people for the goal of developing a prosperous, beautiful, and sustainable agriculture, farmers, and rural areas.
