The plight of people who have lost their land.
The story of 199 households and their nearly 20-year journey to claim their rights to service land is attracting significant public attention in Ha Bang commune. This reality reflects the shortcomings and inadequacies in land clearance and the implementation of social welfare policies after land acquisition for projects that have been slow to be resolved.
Speaking with a reporter from Hanoi Moi Newspaper, Ms. Kieu Thi Luong (Muc Uyen 1 village, Ha Bang commune) could not hide her exhaustion as she stated that nearly 20 years have passed since she signed the handover document for over 1,500 square meters of agricultural land in the Vai Lang and Ke Gio fields... for the Hoa Lac High-Tech Park construction project, yet she has still not received the service land.

“All of us households agreed to hand over our land in 2007 for the project, hoping to receive service land soon to change professions and stabilize our lives. However, while people in many neighboring localities who handed over their land at the same time have received service land and stabilized their livelihoods, 199 households here are still languishing, submitting petitions to various authorities requesting a resolution,” Ms. Kieu Thi Luong expressed.
Sharing the same frustration, Mr. Hoang Chi Phuong, also from Muc Uyen 1 village, said that his family had strictly complied with the land reclamation policy since around 2007. According to regulations, his family was allocated over 140 square meters of service land, equivalent to 10% of the total area of land reclaimed. Although the lottery for plot numbers and land locations was completed in mid-2025, the land allocation has still not been carried out.
According to Mr. Le Van Manh (from Muc Uyen 1 village), due to the prolonged delay in receiving land allocation according to regulations, the households have been submitting petitions to the authorities at all levels since 2015. Over the years, the former Thach That district has repeatedly issued directives to Tan Xa commune and relevant agencies to coordinate in resolving the issue, but progress has been very slow. It wasn't until 2024 and 2025, after residents continuously reported the matter to the iHanoi system and sent petitions to the authorities at all levels, that the households were finally able to participate in the lottery in May 2025. However, despite the former Thach That District People's Committee issuing Decision No. 4345/QD-UBND on June 27, 2025, recognizing the lottery results for the land area behind the communal house and on the hillside to be allocated to 199 households, the actual land handover has yet to take place.
Regarding this issue, the head of Muc Uyen 1 village, Nguyen Hoang Than, shared that the people's complaints are completely justified and requested that Ha Bang commune promptly take measures to definitively resolve the issue of allocating service land.
Urgent action needed to address existing problems.
Following requests from local residents, and especially after Ha Bang commune officially began operating under the two-tiered local government model, the commune's People's Committee has taken more decisive action. The commune leaders have directed relevant agencies to review all existing problems and propose solutions to gradually resolve the obstacles.

According to Nguyen Dinh Nghi, Head of the Economic Department of Ha Bang Commune, the main reason for the delay in implementing Decision No. 4345/QD-UBND of the People's Committee of Thach That District (formerly) is the need for the locality to sequentially carry out the steps in the land price appraisal and approval process. Determining the price of service land is a complex process, requiring accuracy so that people can fulfill their financial obligations before receiving the land. Changes in the management model and new regulations on land also affect the appraisal progress.
It is known that on December 23, 2025, the People's Committee of Ha Bang commune officially issued a decision approving the land use fee for households and individuals allocated service land in the Sau Dinh - Doi Moi area.
Regarding the progress of implementation in the field, Mr. Vuong Van Chuc, Director of the Investment and Infrastructure Project Management Board of Ha Bang Commune, said that the unit has coordinated to complete the final preparatory steps and has now handed over the boundary markers to the Commune's Economic Department. On the morning of January 12, 2026, the Economic Department invited the households to a meeting to guide them through the land allocation procedures. After the people complete the procedures, Ha Bang Commune will immediately implement the land allocation in the field so that people can exercise their land use rights.
Currently, 199 households in Ha Bang commune are closely monitoring the implementation by the authorities, hoping to receive land soon to stabilize their lives.
