Ky Anh commune is determined to "leave no one behind".

(Baohatinh.vn) - Ky Anh is a central commune, but the lives of a segment of its population remain difficult, with a high poverty rate. With the motto "Leaving no one behind," Ky Anh commune (Ha Tinh province) has focused on effectively implementing sustainable poverty reduction efforts.

On the coast at the end of Phu Hai village, Mrs. Nguyen Thi Nhu (80 years old, wife of a fallen soldier) is now in poor health and facing difficult living conditions. After the recent Typhoon No. 10, her small house was severely damaged. When the village proposed that the commune provide financial assistance for repairs, she resolutely refused, fearing she wouldn't have the money to cover the costs, worried about unexpected expenses, and feeling burdened by the lack of resources.

Understanding her plight, village officials and the Fatherland Front of the commune proactively met with her, offered encouragement, and connected her with social resources, mobilizing community support to help her rebuild her house. In a short time, the village raised 60 million VND along with dozens of days of labor from the people. Now, the new, sturdy house is nearing completion, providing Mrs. Nhứ with a solid foundation in her old age.

Ms. Nguyen Thi Nhu emotionally shared: “I always thought that because I was poor, I wouldn't dare dream of having a decent house. But when my house was damaged, the government and the people promptly provided me with a new one. Thanks to this help, I feel much warmer and more secure in my life. This Tet, I get to live in a spacious new house. I am very grateful to the village and commune officials and the people.”

Ms. Nguyen Thi Thu, a single mother from Phu Tan village, who suffers from a congenital neurological disorder, has just received assistance to build a house.

In recent times, housing support for the poor, war veterans, and those in particularly difficult circumstances has been a highlight in the implementation of social welfare in Ky Anh commune. The Fatherland Front and other mass organizations have been flexible in their approach, diversifying methods of mobilization and calling for resources from businesses, expatriates, and the local community.

Thanks to the widespread implementation of the "For the Poor" and "Gratitude and Repayment" campaigns, the entire commune has supported the construction and repair of 172 houses with a total cost of 12.9 billion VND. After implementing the two-tiered local government system, the Fatherland Front of the commune mobilized Agribank's Bac Ky Anh branch to support the construction of two new houses for disadvantaged households, with a total amount of 120 million VND.

Beyond providing financial and material support, Ky Anh commune also employs flexible solutions in mobilizing labor, encouraging organizations and associations to participate in construction supervision, ensuring housing quality, and minimizing costs for residents.

Sustainable livelihood models

The perspective of Ky Anh commune is that it's not enough to just help the poor "settle down"; they must also be helped to "establish a livelihood." Therefore, in addition to supporting housing construction, the commune also focuses on investing in livelihood models, creating conditions for poor households to develop production, increase income, and sustainably escape poverty.

Over the past period, the commune has implemented many practical models such as providing breeding cattle, breeding chickens, livestock supplies, and plant varieties... suitable to the conditions of each household. In addition to support from the State through the sustainable poverty reduction program, the locality has mobilized the combined strength from social sources such as businesses, philanthropists, socio- political organizations, and expatriates.

Mr. Le Hoai Nam, Chairman of the Fatherland Front Committee of Ky Anh commune, said: “In implementing sustainable poverty reduction, we prioritize mobilizing resources in an open, transparent, and targeted manner. The Fatherland Front coordinates with mass organizations, businesses, and expatriates to create consensus in supporting the poor. When allocating resources, the commune carefully reviews each case, based on the level of difficulty and actual needs, to choose appropriate forms of support, from housing and livelihoods to production tools, ensuring that resources reach the right people, for the right purposes, and have long-term effectiveness.”

Thanks to this approach, from 2020 to the present, Ky Anh commune has mobilized more than 3 billion VND to support hundreds of livelihood models. Many households have escaped poverty thanks to timely support and their own efforts to improve their lives. A typical example is the family of Ms. Hoang Thi Hoa (70 years old), a poor household in Tan Khe village.

Due to her advanced age, poor health, and lack of means of production, in early 2024, Mrs. Hoa was recommended by the village to receive support in the form of one breeding cow and 100 chicks. After more than a year of care, the cow gave birth to its first calf, and the flock of chickens has produced several batches, bringing in a considerable income and stabilizing the family's life.

"I never thought my family would have cows and chickens to raise. Thanks to the humane policies of the State and the support of the commune, I have the opportunity to do business and the confidence to strive to escape poverty sustainably," Ms. Hoa shared.

Beyond providing housing and livelihood support for the poor, Ky Anh commune also promotes emulation movements, mobilizing people to develop the economy, build a cultural life, and build advanced new rural areas. To date, 30 out of 30 residential areas have achieved the title of "cultural residential area"; 100% of villages have performing arts groups, football teams, and volleyball teams. The graduation rate for students at all levels reaches 99%. Each year, the commune awards over 700 scholarships.

All mass organizations have created many positive and effective activities. In particular, the Farmers' Association has strongly developed the "Farmers excelling in production and business" movement. The Association has established one professional branch for organic rice cultivation in Phu Minh village; built two cooperatives for growing and processing shallots, and two professional groups for fishing in Phu Loi and Phu Hai villages; established two professional groups for growing vegetables and fruit trees; developed six cattle farming models and 13 beekeeping models for honey production; renovated 1,526 household gardens, and built 185 model gardens...

The Youth Union is promoting the "Kỳ Anh Youth's Pioneering and Volunteering for the Community" movement; organizing activities such as giving gifts to poor students, voluntary blood donation, beautifying household gardens, planting green fences, and building flower-lined roads; establishing a community digital transformation team to support people in using online public services.

The Red Cross Society calls for and mobilizes funds to support families in distress and people in the North affected by storms and floods; it organizes many annual humanitarian activities to help the poor overcome difficulties…

Thanks to widespread emulation movements, people's lives have improved significantly. The poverty rate before the merger was over 5%, now it has decreased to below 2%; the near-poverty rate has decreased from 7% to 3%. There are no longer any temporary houses in the entire commune.

The achievements in sustainable poverty reduction in Ky Anh commune demonstrate the determination, creativity, and dedication of the local government and people. Proactive resource mobilization, flexible approaches, and a spirit of community solidarity have created a combined strength that has helped many poor households secure stable housing and livelihoods to improve their lives. More importantly, these efforts have instilled confidence and a spirit of self-improvement in each individual.

With the foundation already built and the right solutions in place, Ky Anh commune continues to affirm its goal of sustainable development, ensuring social welfare and truly realizing the motto "Leaving no one behind".

The poverty reduction results achieved in the commune over the past period are thanks to the synchronized efforts of the entire political system and the solidarity of the people. We have always set the overarching goal of putting the people at the center, implementing sustainable poverty reduction linked to the construction of new rural areas. In the coming time, the commune will continue to review multidimensional poverty households, replicate effective livelihood models, and mobilize maximum social resources to provide timely, targeted, and effective support.
