To prevent excessive fee collection, at the beginning of the new school year, the Ho Chi Minh City Department of Education and Training issued a document providing specific guidance on each fee item. In this document, the Department requires schools not to change the names or introduce any additional fees beyond the list of regulated fees.

Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, said he felt very sad and ashamed that offensive and anti-educational terms like "excessive fees" appeared at the beginning of the school year. "In reality, I haven't seen any principals using their own money, but the methods used were against regulations, and the procedures were incorrect," Mr. Hieu said, affirming that the Ho Chi Minh City Department of Education and Training is determined to say "no" to excessive fees and minimize cases where principals make mistakes due to a lack of understanding of regulations.

The head of the Ho Chi Minh City Department of Education and Training has instructed the education departments of districts, counties, and Thu Duc City to direct school principals not to overcharge. “Any principal who violates the regulations will be dealt with by the education department. As for high school principals, I will personally handle any violations. We must be decisive like this for the benefit of the students and the honor of the teachers,” Mr. Hieu emphasized.

According to Mr. Tran Khac Huy, Head of the Planning and Finance Department of the Ho Chi Minh City Department of Education and Training, in the 2023-2024 school year, many schools in Ho Chi Minh City implemented fee collection practices that violated regulations, combining multiple fees at the beginning of the school year, and collecting fees on an annual basis for some monthly fees. Mr. Huy instructed schools to standardize the naming conventions to avoid using different names.

Regarding sponsored projects and parent-teacher association funding, Mr. Huy acknowledged that many administrators still haven't fully understood and applied Circular 16 of the Ministry of Education and Training on sponsoring educational institutions and Circular 55 on parent-teacher association funding. Some units even confuse these two circulars when implementing them, leading to negative public opinion among parents.

The Ho Chi Minh City Department of Education and Training has recently required nearly 2,000 schools, from preschool to high school, to publicly disclose information on enrollment at the beginning of each level, financial revenue and expenditure, teacher salary expenses, and student fees. Regarding financial status, schools must publicly disclose information for the fiscal year immediately preceding the reporting date, as stipulated by law. This includes the structure of revenue and expenditure for activities such as: funding sources (state budget, investor support; tuition fees, other fees and other payments from students; sponsorships and contracts with external parties; other revenue sources) and types of activities (education and training, science and technology, other activities). In addition, schools must publicly disclose salary and income expenses (salaries, allowances, additional salaries, and other expenses of a salary nature for teachers, lecturers, administrators, and staff...). Expenditures on infrastructure and services (expenditures on purchasing, maintaining, repairing, and operating infrastructure and equipment; hiring services directly related to education, training, research, and staff development); expenditures on student support (scholarships, grants, living allowances, extracurricular activities, competitions, awards, etc.).
