A new salary scale will be implemented from mid-2024.

The Prime Minister requested that relevant units develop new salary scales for officials, civil servants, public employees, and members of the armed forces, to be submitted to competent authorities and implemented from mid-2024.

The Prime Minister has just issued a plan to implement salary reform for officials, civil servants, public employees, members of the armed forces, and workers in enterprises.

Accordingly, the Government leadership requested the Central Organizing Committee to take the lead in developing and submitting to the Party Central Secretariat a decision on a new salary system for cadres, civil servants, and employees of Party agencies, the Fatherland Front, and socio- political organizations. This will be done after the Politburo concludes on the content of the new salary system.

The Central Organizing Committee reports to the Central Steering Committee on personnel management of the political system through the list of job positions for cadres, civil servants, and public employees in the political system from the central to the commune level.

The Prime Minister requested the Committee on Delegate Affairs to draft and submit to the Standing Committee of the National Assembly a resolution on a new salary regime for officials, civil servants, and employees of agencies under the National Assembly, provincial and district People's Councils, and specialized branches of the judiciary, prosecution, and auditing. This work will also be carried out after the conclusion of the Politburo.

The Ministry of Interior, together with the Ministry of Labour, Invalids and Social Affairs, is responsible for developing and submitting to the Government a new salary regime for cadres, civil servants, public employees, and members of the armed forces. The Ministry is also responsible for preparing the Government Party Committee's submission to the Politburo regarding the specific content of the new salary regime, the impact of salary reform on social insurance policies, preferential allowances for meritorious individuals, and social assistance, to be completed in January.

The Ministry of National Defence and the Ministry of Public Security are tasked with developing a list of leadership, management, and command positions within the armed forces; and coordinating with the Central Organization Committee to submit it to the Politburo in January. The two ministries will develop three salary scales for the armed forces, including one for military officers, police officers and non-commissioned officers; one for professional military personnel and technical specialists in the police; and one for defence and police workers, along with special allowances for the armed forces.

The Ministry of Labour, Invalids and Social Affairs is drafting a government decree to adjust the regional minimum wage; and documents to adjust pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious individuals in accordance with the new wage system.

Currently, the salaries of officials, civil servants, public employees, and members of the armed forces are calculated by multiplying the base salary (1.8 million VND) by a salary coefficient. The salary coefficient is calculated according to the rank and grade of each group of civil servants. From July 1st, civil servants of category A (senior specialist or equivalent) have the highest salary of 14.4 million VND/month; the lowest is 3.8 million VND/month.

For civil servants of category B (senior specialist or equivalent), the highest salary is 7.3 million VND/month; the lowest is 3.3 million VND. For civil servants of category C (specialist or equivalent), the highest salary is 6.5 million VND/month; the lowest is 2.4 million VND.

From mid-2024, civil servants and public employees will be paid according to their job positions instead of the current flat-rate system. It is expected that from 2025, salaries for civil servants, public employees, and members of the armed forces will continue to increase by an average of 7% annually, until the lowest salary in the public sector is equal to or higher than the lowest salary in Region 1 of the business sector (the current minimum wage in Region 1 is 4.68 million VND).

The government has set aside 560 trillion VND, ensuring sufficient funds for salary reforms until 2026.
