Building "four good" Party branches

Party branches are the foundation and political nucleus at the grassroots level, directly leading and organizing the implementation of the Party's policies and resolutions into practice. Building a model of "four good" party branches with criteria such as: successfully completing political tasks, having high-quality meetings, maintaining good unity and discipline, and having good cadres and Party members... is becoming an important solution to enhance the leadership capacity and fighting strength of grassroots Party organizations.

At the Vinh Loc Political Center, Party building is identified as one of the core and long-term priorities. In its thematic meetings, the Center's Party branch selected committee members with the necessary qualities, capabilities, and prestige to conduct research and choose appropriate topics relevant to the branch's actual situation. 2026 is the first year of implementing the resolutions of the Party Congress at all levels for the 2025-2030 term; therefore, the branch focused on the theme: "Innovating teaching methods in theory linked to practice."

Accordingly, the team of lecturers, speakers, and propagandists at the Center have strengthened their understanding of public opinion; regular observation sessions have been organized to exchange ideas and find effective and high-quality teaching methods; and they have done a good job as a "bridge" between the Party committee, the government, and the people.

Annually, the Center proactively advises the Standing Committee of the Party Committees of the communes on the training and political theory education for cadres, Party members, and those being considered for Party membership. Through these training and political theory education programs, cadres and Party members improve their work capacity, cultivate political acumen, moral character, lifestyle, and methods for solving practical problems arising in their localities, agencies, and units.

In 2025, the Vinh Loc Political Center provided political theory training to 700 students attending courses organized by the center. This included 5 courses on Party awareness; 10 courses on specialized topics for outstanding Youth Union members; 1 course on Party work skills for outstanding individuals, Party members, association members, branch secretaries, and grassroots Party committee members; and 1 course on international integration.

Dinh Tien Kindergarten in Dinh Tan commune has 22 Party members; 12 classes with 356 students. Recognizing Party building as a key task, over the years, the school's Party branch has focused on implementing the "4 Good" Party branch model, which includes: successfully completing political tasks; high-quality Party meetings; good unity and discipline; and good cadres and Party members.

The role of Party committees in enhancing the leadership capacity and fighting strength of Party branches.Over the years, the Party branch of Nghia Lap village, Hoang Chau commune, has always focused on innovating leadership methods and improving the quality of its meetings. During these meetings, the Party branch regularly disseminates, thoroughly understands, and fully implements the directives, resolutions, policies, and guidelines of the Party, as well as the tasks of the locality.

To effectively fulfill its political nhiệm vụ, the Party branch consistently adheres to the Party's directives and resolutions, the education sector's guiding documents, and the school's practical tasks. Movements to build happy schools and promote innovation in teaching have been effectively implemented, creating positive changes in the quality of education.

During the 2025-2026 school year, the Party branch will build a "Shelter of Love" model; mobilizing Party members and teachers in the school to set aside 1,000 VND from their daily salaries to provide monthly support to two students with particularly difficult circumstances. Healthcare, child safety, environmental hygiene, and school nutrition will always be seriously prioritized and implemented.

Facilities and equipment for teaching and learning continue to be invested in and supplemented; the school maintains a green, clean, beautiful, safe, and friendly educational environment, creating favorable conditions for children's comprehensive development in physical, intellectual, and life skills. Therefore, the quality of care, nurturing, and education for children is constantly improving, building trust among parents and the community in the area.

Extracurricular activities for students of Dinh Tien Kindergarten, Dinh Tan commune.

Not only in agencies and units, the "4 Good" Party branch model is also proving effective in residential areas. It has become a regular practice for the Dai Dong 1 village Party branch in Dong Tien commune to hold its monthly meeting on the 3rd of each month. The meeting includes updates on current events; the implementation of Party and State policies and guidelines by Party members; an assessment of the month's performance; discussion and contributions from Party members; and the setting of tasks for the following month.

In early 2025, Dai Dong village had 67 hectares of agricultural land slated for expropriation to develop an industrial park. The Party branch discussed and implemented various solutions, mobilizing Party members to take the lead in approving the land expropriation and dismantling residential structures to hand over a clean site to the investor. Thanks to the pioneering efforts of the Party members in the branch, in a short time, 132 households in the village who were eligible to donate land had handed over a clean site for the project.

Mr. Dinh Van Dang, from Dai Dong 1 village, shared: "The construction of the '4 Good' Party branch is implemented in conjunction with the task of economic development. With the spirit of Party members leading the way, the people following, from donating land to open roads, building environmental landscapes to developing household economies, Party members are always the pioneers in implementing these initiatives so that the people trust and follow suit. Thanks to this exemplary behavior, many local movements have received high levels of public support. Roads have been widened, the environment is becoming cleaner and more beautiful, and the material and spiritual lives of the people are gradually improving."

When each Party branch truly serves as a leading nucleus at the grassroots level, and each Party member plays a pioneering and exemplary role, the "Four Good" Party branch will not only be a title but also a solid foundation for implementing the Party's policies, fostering trust among cadres, Party members, and the people in the Party's leadership, and uniting and resolutely achieving the set goals and tasks.
