Quang Nam, starting from its position as one of the poorest and most disadvantaged provinces in the country at the time of its re-establishment (January 1997), has strongly risen to achieve many important accomplishments and milestones. Party building and the development of the political system have been consistently prioritized and have yielded many positive results.

The scale of the economy and budget revenue have continuously increased; since 2017, Quang Nam has begun contributing to the central government budget. Socio-economic infrastructure has been invested in quite comprehensively. The appearance of urban, rural, and mountainous areas is constantly changing. The material and spiritual lives of the people are constantly improving.

Throughout the 550-year history of Quang Nam's development, it has been proven once again that, even in the most difficult times, the people of Quang Nam have always strived to find ways to overcome challenges and turn their aspirations into reality.

Face the truth.

The history and cultural traditions of Quang Nam province give us faith and aspirations. The opportunities for the country in general and Quang Nam in particular, stemming from the provincial planning approved by the Prime Minister, give us the motivation to strive. However, we need to bravely face the difficulties and challenges currently facing our province.

Due to the adverse impact of the global and regional political situation, and the severe and prolonged consequences of the COVID-19 pandemic, the socio-economic recovery has been slow, significantly affecting investment attraction, import and export, consumption, and economic growth in the province.

Furthermore, a worrying issue is the situation where a segment of cadres and Party members lack self-cultivation and training, exhibit moral and lifestyle degradation, violate the law, and face criminal prosecution. This significantly impacts the quality of the workforce and the effectiveness of the provincial political system, creating negative public opinion.

Recently, there have been signs of avoidance, shirking responsibility, working half-heartedly, fear of accountability, and reluctance to act among a segment of cadres, Party members, civil servants, and public employees. Specifically, these manifestations include:

(1) Leaders and managers are not actively directing, urging, and supervising the handling of work, lacking decisiveness and determination in handling work in the assigned field.

(2) “Passing on work” to higher levels or “passing on” to other agencies, units and individuals; not prioritizing the resolution of urgent tasks; major, difficult, complex and prominent issues; shirking new, difficult, complex and sensitive tasks.

(3) Lack of initiative, not actively proposing solutions to overcome difficulties, obstacles and shortcomings in the assigned field, but waiting for and asking for guidance from superiors.

(4) "Delaying" files, prolonging the time to resolve difficult, complex tasks involving many agencies and units.

(5) Avoiding receiving or receiving and resolving the people's suggestions and grievances inadequately.

(6) Not answering or giving evasive answers, lacking clear opinions on matters in the area of ​​responsibility when asked for opinions.

(7) Lack of responsibility in coordination work, working carelessly, superficially, not being thorough, and ineffective.

(8) Lack of supervision or inspection, or superficial and perfunctory inspection and supervision.

(9) Lack of frankness and responsibility in self-criticism and criticism due to deference and fear of confrontation.

On May 17th, the Standing Committee of the Party Committee of the Provincial Agencies Bloc of Quang Nam Province organized a seminar titled "Improving the sense of responsibility and effectiveness in performing official duties of cadres, Party members, civil servants, and public employees under the Party Committee of the Provincial Agencies Bloc."

The aforementioned manifestations are a major obstacle in the leadership and guidance of Party committees and organizations, and in the management and operation of government agencies at all levels, leading to low work efficiency, wasted time, resources, and development opportunities; reducing the effectiveness and efficiency of state management; causing work to stagnate, and creating many difficulties for citizens and businesses.

It also erodes public and business trust in state agencies, affecting the Party Committee's political mission and the overall development of the province.

The aforementioned behaviors among some leading and managerial cadres have undermined the motivation of capable, qualified, and ethical cadres, Party members, and civil servants, preventing the emergence of new talents and neglecting the appreciation of skilled individuals.

The more difficult the situation, the more effort we must put in.

In the face of new opportunities and challenges, focusing on building a strong workforce is the top priority for Quang Nam today. We must not be complacent, satisfied, or intoxicated by the achievements and results already attained; nor should we be pessimistic, confused, or wavering in the face of difficulties and challenges.

It is essential to deeply understand that "the greater the pressure and difficulties, the greater the effort and determination required"; to strongly awaken and promote the sense of responsibility, innovative thinking, and creativity of the people of Quang Nam to turn goals and aspirations into reality.

In the coming period, the entire political system of the province needs to focus on the following key areas:

Firstly , continue to effectively implement Resolution No. 4 of the 11th and 12th Central Committees; Conclusion No. 21-KL/TW of the 13th Central Committee; Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo of the 12th and 13th terms; Regulation No. 1224-QĐ/TU, dated May 6, 2019, of the Provincial Party Standing Committee on the responsibility of setting an example for cadres and Party members, first and foremost the Standing Committee members, members of the Provincial Party Standing Committee, Provincial Party Committee members, and heads of all levels in the province... Through this, awaken and spread a positive and responsible spirit, creating new motivation, especially the aspiration for development and contribution of each cadre, Party member, civil servant, and public employee.

Secondly , we must strengthen propaganda efforts to create fundamental and clear changes in the awareness, sense of responsibility, and actions of all levels, sectors, cadres, Party members, civil servants, and public employees, especially leaders, in promoting administrative reform, strengthening discipline and order, and overcoming the tendency to evade, shirk responsibility, and fail to properly and fully perform assigned duties, responsibilities, and powers. We must organize the thorough dissemination and promotion of the 2024 thematic topic on "Studying and following the thoughts, ethics, and style of Ho Chi Minh on building and promoting cultural values ​​and human strength, contributing to building Quang Nam into a relatively developed province of the country by 2030".

B a is, each agency, unit, and locality should focus on effectively implementing the following contents:

(1) Timely review, adjust and supplement working regulations to suit task requirements and practical realities.

(2) Review and specify the authority and responsibility of collectives and individuals in each stage of the work process.

(3) Arrange the organizational structure to ensure it is streamlined, operates effectively and efficiently, and does not overlap in functions and tasks, in conjunction with reducing the number of personnel as prescribed; complete the framework of competencies and job positions of cadres, civil servants and public employees in accordance with the requirements of the assigned tasks.

(4) Focus on building cadres, party members, civil servants and public employees who are "responsible, professional, honest, disciplined, exemplary" and have a culture of integrity.

(5) Strengthen inspection, supervision, and auditing of the implementation of exemplary conduct, work attitude, and service to the people. Promote the functions of supervision, questioning, re-questioning, responsibility for dialogue with the people and businesses, and accountability of functional agencies and individuals with positions and powers. Develop strict and timely sanctions to replace or transfer to other work those who show signs of avoiding, shirking responsibility, not actively performing assigned duties or tasks for personal gain, creating requirements that cause difficulties for people, organizations, and businesses. Publicize the results of handling violations so that the collective, the people, and society can monitor the rectification.

Fourth , the heads of Party committees, agencies, units, and localities must truly set an example, inspiring confidence and a desire to contribute; possessing knowledge, practical experience, a sense of responsibility, courage, and the willingness to think, speak, act, and take responsibility for the common good. Continue to research, supplement, and develop regulations and sanctions for dealing with cadres who show signs of shirking responsibility, passing the buck, working half-heartedly, fearing responsibility, and not daring to perform their duties, while strictly and effectively implementing policies on improving the quality of Party membership recruitment and reviewing, screening, and removing unqualified Party members from the Party; encourage and protect dynamic, creative cadres who dare to think and act for the common good. Strengthen administrative discipline and order.

Fifthly , cadres, Party members, civil servants, and public employees throughout the province will continue to innovate their thinking and working style to ensure scientific, high-quality, and effective results. Each individual must develop a plan for self-improvement and training; consciously identify, review, and evaluate in the spirit of criticism and self-criticism, "self-reflection and self-correction" to promptly overcome manifestations of hesitation, "half-hearted" work, "defensive" work, "covering up," "safety," avoidance, and shirking of responsibility. Party committees and organizations at all levels will strengthen management, inspection, and supervision, serving as the basis for reviewing, evaluating, and ranking collectives and individuals annually.

Every cadre, Party member, civil servant, and public employee needs to deeply understand the traditions and cultural characteristics of the people of Quang Nam – “courageous, resilient, optimistic, upright, straightforward, self-reliant, ambitious, and compassionate” – and promote the spirit of “daring to think, daring to act, daring to take responsibility, and daring to innovate for the common good” to contribute and help the province overcome difficulties and ensure the development of Quang Nam according to the set orientations and goals.
