Since the beginning of this term, the training and development of cadres in Quang Ninh has received close attention and guidance from Party committees at all levels, from the province to the grassroots. Party committees at all levels have decisively implemented many solutions to effectively improve the quality of training and development for cadres, civil servants, and public employees, meeting the requirements of development and integration.
From 2021 to the present, the entire province has sent over 100,000 civil servants and public employees for training and professional development in nearly 1,000 courses. This includes nearly 6,000 at the provincial level, 41,000 at the district level, and 47,000 at the commune level. Regarding the content of training and professional development, in addition to improving their professional skills, civil servants and public employees also participate in political theory training courses; refresher courses to update knowledge for leaders and managers; training based on job requirements, assigned positions, and planning; and training in knowledge, expertise, and professional skills in several areas the province needs...
From the beginning of the term, Party committees at all levels, from the province to the grassroots, have focused on the training and development of cadres, civil servants, and public employees. The province issued Program No. 28-CTr/TU (dated April 10, 2023) on the training and development of cadres for the period 2023-2025, aiming to lead, direct, and assign agencies and units to develop plans and regulations on organizing training courses, updating knowledge according to the regulations of the Central Government and the needs of agencies, units, and localities. Annually, the province issues a plan for training and developing cadres, civil servants, and public employees based on the regulations of the Central Government, the province, and the needs of agencies and units.
Party committees from the provincial to local levels proactively coordinate with training institutions to open training and refresher courses, effectively meeting the needs of cadres, civil servants, and public employees in this area. Comrade Vu Quoc Hung, Head of the Organization Department of the Dam Ha District Party Committee, said: The training and development of cadres and civil servants in the district has been emphasized in both quantity and quality. The entire district's cadre and civil servant workforce has proactively and actively participated in training courses to improve their professional skills and political theory. In recent years, the targets for training and development have basically been met and exceeded. Since the beginning of the term, the entire district has sent 713 cadres and civil servants to participate in political theory and professional training courses organized by the province; at the same time, the district has organized 128 training courses to update knowledge for 16,006 trainees, achieving 101% of the set plan. In practice, after training and development, the cadres' skills and abilities have improved, basically meeting the requirements for performing tasks at agencies and units.
The quality of training and professional development has been gradually improved and enhanced. The content of training and professional development programs has become more practical, focused, and tailored to different target groups. The learning process incorporates practical surveys and the acquisition of new knowledge. Inviting lecturers and speakers who are professors, doctors, senior lecturers from prestigious universities and academies, and provincial leaders with extensive knowledge and experience to directly impart knowledge to trainees has become more frequent.
To improve the quality of annual training and professional development for civil servants and public employees, the Nguyen Van Cu Cadre Training School and district-level political centers are implementing reforms in organizational activities, enhancing management and teaching capacity; applying information technology and digital transformation in training and professional development; diversifying training and professional development methods; and developing scientific research projects. Management, inspection, supervision, and evaluation of trainees' learning process are strengthened according to the provincial and central government's evaluation regulations.
The focus on training and professional development has contributed to improving the quality of the civil servant workforce in the province. Currently, the province has 33,600 civil servants in administrative agencies and units, of which nearly 85% have a university degree or higher, and 60% have at least a basic level of political theory training. These percentages have all increased compared to 2020.
According to the Provincial Party Committee's Organization Department, the cadres at all levels sent for training and professional development have all completed their studies, strictly adhered to the regulations and rules of study, and demonstrated a high spirit of self-study and research. After the training process, the professional and political theoretical knowledge of the cadres and civil servants has significantly improved. Most have firm ideological stances and political acumen, possess moral character and a simple, exemplary lifestyle, demonstrate organizational discipline, and constantly strive to improve their skills and abilities, successfully fulfilling their assigned tasks. Many cadres are dynamic, creative, adaptable to the trend of integration, and capable of working in an international environment.
Based on the achievements, the Provincial Party Standing Committee will continue to lead and direct relevant agencies and units to pay more attention to the training and development of cadres. In addition to training programs to standardize job titles as required, the province will focus on training programs to update and supplement new knowledge for all cadres, civil servants, and workers in the political system, especially on issues serving the digital transformation and green transformation roadmap of the whole country as well as the province. At the same time, it will organize training courses to update knowledge for the cadres who have been restructured after the Party congresses at all levels, in order to contribute to the effective implementation of resolutions of the Party congresses at all levels immediately after their issuance. Along with that, it will continue to innovate and improve the quality of training and development facilities, contributing to improving the quality of the cadre of civil servants and public employees in the province; building a team of cadres who are "dedicated and capable," meeting the requirements of the tasks in the new situation.
