Identifying the "All-People Movement for Building a Culturally Rich Life" as a crucial factor in building a healthy cultural environment from the grassroots level contributes to preserving traditional customs and values, conserving the nation's fine traditional cultural values, and effectively implementing the new rural development program. In recent times, Phong Tho district has intensified the implementation of the "All-People Movement for Building a Culturally Rich Life" in conjunction with the "All-People Movement for Building New Rural Areas and Civilized Urban Areas".
The people of Khong Lao commune regularly practice performing arts to preserve their ethnic cultural identity.
Mr. Giàng A Vư – Chairman of the Vietnam Fatherland Front Committee of the district – stated: The Steering Committee for the "Building a Culturally Advanced and Civilized Society" movement in the district and at all levels in the area have proactively developed plans to integrate the content of propaganda and implementation of the movement with professional activities, socio -economic development tasks, and the practical conditions of agencies, units, and localities. Targets for culturally advanced families, villages, neighborhoods, agencies, and units have been incorporated into annual socio-economic development plans. Communes and towns register for cultural titles from the beginning of the year and conduct year-end evaluations to ensure quality and effectiveness. The people are encouraged to build a cultured and civilized lifestyle in weddings, funerals, festivals, and to prevent and combat domestic violence. State budget resources and social mobilization are being used to invest in the construction of cultural institutions.
Through the implementation of the "Building a Culturally Advanced Society" movement, by the end of 2024, 100% of villages, hamlets, and residential areas in the district had established and applied community regulations and customs; 100% of agencies, units, and enterprises had developed internal rules and regulations for their work; and cadres, civil servants, and employees had contributed to cultivating a disciplined and scientific work style. Nine annual festivals of ethnic minorities in the area were maintained; over 170 village and residential area folk art troupes continued to operate; 36 clubs and groups for preventing and combating domestic violence and 26 clubs for sustainable development and reliable support centers were expanded. 14 out of 17 communes and towns have cultural centers. 147 villages and hamlets have basic cultural centers that meet the needs for meetings, cultural exchange, and arts, contributing to preserving and promoting the traditional cultural values of ethnic minority communities.
Nam Pay is a model village in Phong Tho town in implementing the "Building a Culturally Advanced Village" movement. To date, 100% of households in the village regularly maintain village and alleyway sanitation and waste collection; 91 households have proper sanitation facilities; and 70 households have hygienic livestock and poultry farming systems. There are no longer any outdated customs, consanguineous marriages, or child marriages in the area. The villagers have learned to change the structure of inefficient crops and livestock to planting bananas, rice, and corn; and proactively prevent and control diseases in livestock and poultry. Currently, the village has one operating cassava processing plant. This has contributed to job creation and increased income for farmers; to date, the average income of the village has reached nearly 30 million VND/person/year. In 2024, the village had 8 poor households and 1 near-poor household that escaped poverty, leaving only 13 poor households out of 106 households (accounting for 12.26%); 101 out of 106 households achieved the status of "Culturally Advanced Family".
People of various ethnic groups in Phong Tho district participate in the bamboo pole dance at the Kin Lau Khau Mau Festival (Muong So commune), contributing to building unity and preserving ethnic cultural identity.
Ms. Lo Thi Sa from Nam Pay village shared: "My family always abides by the regulations of the commune, the customs and traditions of the village, the laws of the State, and maintains solidarity with the villagers. We actively participate in production and economic development, and I also regularly join the village women's association in weekly environmental sanitation activities and the village's performing arts group. Through these efforts, we have built a healthy and cultured life, and our family has been awarded a Certificate of Merit by the Steering Committee of the 'All-People Movement for Building a Cultured Life' in the town, recognizing us as a model family for three years from 2022-2024."
The "Building a Culturally Advanced and Civilized Society" movement has attracted widespread participation from all segments of the population in the district, creating a strong ripple effect and giving rise to many exemplary models and individuals, such as: security cameras; neighborhood groups for fire prevention and control; self-governing clans; bright, green, clean, and beautiful villages; civilized streets; learning clans, learning communities, etc. Through these initiatives, the movement has contributed to building a culturally advanced society, promoting socio-economic development, and ensuring security and national defense in the area. To date, the entire district has 14,581 out of 17,826 households and 156 out of 170 villages and residential areas achieving the title of "Culturally Advanced"; and 101 out of 105 agencies, units, and businesses recognized as meeting cultural standards.
