Every case of child abuse that is discovered leaves behind pain that is not easily healed. It is even more painful when the perpetrators are the child's own parents, relatives, or those who are directly responsible for the child's care.
Recent heartbreaking incidents in Hanoi and many other localities across the country reveal a worrying reality: Many children are living in fear within their own homes. Children often lack the ability to protect themselves and are afraid to speak up due to fear...
Significantly, the indifference, apathy, or irresponsibility of those around children inadvertently creates a vacuum for violence to continue. Therefore, protecting children is not simply about dealing with an incident after it occurs, but about protecting each child's right to live safely, to develop fully, and to be respected.
Vietnam was one of the first countries in Asia to ratify the United Nations Convention on the Rights of the Child. The legal system concerning children is increasingly完善 with the 2016 Law on Children and many programs and projects for child protection being implemented synchronously. However, reality shows that the protection of children's rights still faces shortcomings.
Firstly, early detection of risks of child abuse and exploitation in the community has not been truly effective. In many places, numerous cases of children exhibiting abnormal behavior have not received adequate attention.
Furthermore, coordination between families, schools, and society in protecting children is sometimes lacking in certain areas; neighbors, community groups, or relatives, upon discovering signs of child abuse, often hesitate to speak up for fear of confrontation.
Notably, in the context of rapidly developing digital technology , children also face the risk of online abuse and the leakage of personal information. This requires a more comprehensive approach to child protection, not only in real life but also in the digital space.
These shortcomings show that child protection cannot stop at slogans or short-term campaigns, but must become a regular, continuous, and effective operational mechanism. To stop the cries for help from children, we need to build a multi-tiered child protection system capable of early detection and timely intervention at the grassroots level.
Specifically, we need to continue improving institutions and legal policies to protect children in a child-centered manner. Accordingly, all levels and sectors need to synchronously implement the National Action Program for Children 2021-2030, the Program for the Prevention and Control of Accidents and Injuries to Children, and the Program for the Protection of Children in the Online Environment, in conjunction with the implementation of the Law on Children.
For Hanoi city, the establishment of the Steering Committee for the prevention and control of crimes against children and crimes and violations of the law related to persons under 18 years of age in the period 2026-2030 is an important step to strengthen the protection of children.
In addition, the City People's Committee has directed the promotion of the role of commune-level police, judicial officers, teachers, medical staff, neighborhood groups, and mass organizations in early detection of risks of child abuse in order to take protective measures.
Another crucial solution is to strengthen communication and education on child protection skills. Parents need to be equipped with knowledge about children's rights and positive parenting methods; schools should enhance education on life skills, self-protection skills, and the ability to identify and report abusive behavior. At the same time, children need to know that they have the right to be protected and to seek help when in danger.
More importantly, society needs to eliminate the notion that child abuse is a "private family matter," so that every citizen becomes a link in the network protecting children. When the whole society works together, a strong "shield" will be formed, contributing to preventing and repelling acts of violence and abuse against children.
