Improving the effectiveness of state management over the development of culture in general, and performing arts in particular, is essential; especially as social life develops, performing arts need to meet audience tastes and keep pace with the times.

ENHANCE THE ORGANIZATION OF PERFORMING ARTS

Over the past period, the Department of Culture, Sports and Tourism of the province, in its role as the lead agency advising the Provincial People's Committee on cultural and performing arts activities, has proactively advised and successfully organized a series of major events, creating a vibrant and distinctive cultural and artistic space.

Maintaining the "Night of Gratitude" program at the Thầy Năm Tú Theater contributes to the preservation of Cai Luong art – a beautiful cultural feature of the Southern region of Vietnam.

The actual results show that the performing arts activities of the province have continuously developed in both scale and quality, meeting the people's need for healthy artistic enjoyment.

According to the Department of Culture, Sports and Tourism, in 2025, the sector staged 57 art programs to serve the propaganda of political tasks, major holidays, and commemorative events of the province, attracting 80,770 viewers.

Performing arts are a form of cultural activity prevalent in social life, strongly influencing the thoughts, feelings, and perceptions of many people.

Moreover, performing arts is one of the 12 sectors selected by the Government to participate in the cultural industry investment and development plan for the next 10 years in Vietnam.

From vibrant New Year's Eve art programs in My Tho and Cao Lanh, to art programs at large-scale celebrations such as: the 50th anniversary of the Liberation of the South and National Reunification; the 135th anniversary of President Ho Chi Minh's birth; the 95th anniversary of the founding of the Party; the 2nd Sa Dec Flower and Ornamental Plant Festival; and the 6th Dong Hoa Hiep Ancient Village Culture and Tourism Festival in 2025…

In addition, we edited and staged three cultural and artistic performance programs for Cambodian delegations visiting to extend New Year greetings during the "Celebrating the Party - Celebrating the Spring" of the Year of the Snake 2025, attracting over 900 viewers.

Each successful event demonstrates increasingly professional organization, well-planned investment, innovation in both content and form, and attracts a large audience of people from within and outside the province to watch and enjoy.

The sector maintains the "Night of Gratitude" program with many outstanding performances, contributing to the preservation and promotion of the cultural values ​​of the Thầy Năm Tú Theater - a provincial-level cultural relic, and helping to widely disseminate the intangible cultural heritage of Cai Luong theater to the public.

In addition, the Provincial Cultural Center (now the Center for Culture, Arts and Tourism Promotion) has also edited and staged many large-scale programs participating in numerous regional and national festivals, competitions, and performances, such as the National Community Art Festival in 2025, and achieved many high results.

Musician Duc Phu, Deputy Director of the Center for Culture, Arts and Tourism Promotion, said: “In the past, in addition to providing artistic performances at regular political and cultural events of the province, during peak periods of holidays and festivals, the Center has also developed many rich art programs to serve people and soldiers in remote areas, border regions, and strengthened activities to promote traditional and modern art forms to a large number of people in the province.”

These activities contribute to disseminating the Party's guidelines, the State's policies and laws, and meeting the people's increasingly sophisticated artistic tastes."

Discussing local cultural life, Phan Thi Tiem, Head of the Culture and Social Affairs Department of Vinh Binh commune, said: “After the merger of Thanh Tri commune, Thanh Nhut commune and Vinh Binh town, the artistic and cultural life in Vinh Binh commune has not slowed down, but has become even more vibrant. The commune has strived to maintain regular events such as "Talented Artists of Go" and "Singing with Passion" from July 2025 to the present.”

In particular, major holidays such as National Day (September 2nd), Mid-Autumn Festival, or the series of Spring Festival and New Year's Eve cultural activities are always cultural gathering points with many attractive programs that draw large numbers of people to participate, creating strong bonds between communities.”

Similarly, in My Tho ward, the "spirit" of culture is clearly evident through the organization of practical cultural and sports activities during each holiday and festival.

The leaders of My Tho ward pay great attention to the spiritual life of the people, organizing a series of rich and practical cultural, artistic, and sports activities during holidays and festivals. This clearly demonstrates the government's role in being close to the people, caring for their spiritual well-being, thereby creating a joyful and warm atmosphere and contributing to strengthening community cohesion.

Ms. Nguyen Thi Tuyet (Ward 21, My Tho neighborhood) happily shared: "Every time there's a holiday or festival, we residents eagerly look forward to the cultural programs, competitions, and performances."

Thanks to the attention of the ward leaders, public places like Lac Hong Park and the Bach Cong Tu House historical site are always bustling with competitions and cultural programs. These activities are not only for entertainment but also serve as cultural meeting points where people can have fun together and feel the practical care that the government has for them.”

ENHANCED MANAGEMENT IN THE NEW SITUATION

Alongside the bright aspects of performing arts, we also need to frankly acknowledge the difficulties and limitations that still exist.

According to the Ministry of Culture, Sports and Tourism, while performing arts activities have developed vibrantly in recent times, there are still worrying shortcomings.

In addition to professional arts, the grassroots arts movement in the province is also constantly developing, with 35 programs attracting 19,000 participants, demonstrating the vibrant cultural life at the local level.

The issue of dishonest performances and event organization needs immediate rectification. In reality, the problems of false advertising, performances deviating from registered content, and lip-syncing remain unresolved, affecting the integrity and cultural standards of the programs.

In order to improve the effectiveness of managing performing arts activities, the Ministry of Culture, Sports and Tourism recently issued a document requesting the Chairmen of the People's Committees of provinces and centrally-administered cities to focus on strictly directing the implementation of performing arts activities.

Accordingly, the People's Committee of Dong Thap province directed the Department of Culture, Sports and Tourism to fully implement and disseminate the directives of the Ministry of Culture, Sports and Tourism to relevant agencies, units, organizations, and individuals regarding the organization of performance activities in the province; and to strictly comply with regulations on performing arts activities.

This includes the requirement to improve the effectiveness of state management and ensure honesty and standards in each performance.

The province also emphasized the strict implementation of the regulations in Decree No. 144/2020/ND-CP, from the content assessment of the program to the selection of participating performers.

In addition, it is necessary to clearly define the individual and departmental responsibilities if shortcomings occur in the assessment process or if lax management leads to violations; and to advise the Provincial People's Committee to consider the responsibility of organizations, individuals, and heads of departments if violations occur in the area.

In addition, proactively coordinate with press and media agencies in the province to disseminate information and raise awareness of the law on performing arts activities; promptly provide accurate information, guide public opinion, and handle misinformation.

The provincial police are working closely with the Department of Culture, Sports and Tourism in inspecting and handling violations; ensuring security and order at art performances throughout the province.

The People's Committees of communes and wards are responsible for the state management of performing arts activities in their areas according to the assigned responsibilities; they must prevent the organization of performances without completing all the required procedures.

Tightening regulations is not intended to hinder artistic activities, but rather to create a healthier, fairer, and more professional performance environment, aiming for a culture that is both rich and ethically sound.
