Reporting at the meeting, Deputy Minister of Health Tran Van Thuan said that, regarding the legal basis, closely following the direction of Resolution No. 20-NQ/TW, Law on Medical Examination and Treatment (amended), after 3 years of implementing Decision No. 956/QD-TTg has revealed a number of inadequacies that need to be revised and adjusted.
For example, the type of organization and activities has not been specifically determined; functions and tasks are unclear and not in accordance with the Law on Medical Services (amended); Standards, conditions, and procedures for appointing Council leaders, Council members, and assisting professional committees have not yet been prescribed; ..
Accordingly, the draft Decision of the Prime Minister on establishing the Council (replacing Decision No. 956/QD-TTg) includes 5 articles, which defines the Council as an organization established by the Prime Minister. , has the function of helping the Minister of Health independently assess the capacity to practice medical examination and treatment; has its own seal, account and headquarters located in Hanoi.
The Council has 5 tasks: Preside over and coordinate with socio-professional organizations on medical examination and treatment and other relevant agencies and organizations in developing a toolkit for assessing medical examination and treatment practice capacity; promulgate a tool to assess medical examination and treatment practice capacity; Preside over the organization of testing and assessment of medical examination and treatment practice capacity.
The Council is responsible for receiving and resolving complaints and complaints, or coordinating with State management agencies in resolving complaints and denunciations about the results of examination and assessment of medical practice practice capacity; Perform other tasks as prescribed.
At the conference, many delegates said that the establishment of the National Medical Council is one of the important solutions to improve the quality of medical human resources, better perform disease prevention and treatment for people. people. Therefore, how to organize to achieve quality and efficiency, ensuring that the Medical Council operates according to its defined functions, tasks and powers.
However, this is the first time Vietnam has implemented the National Medical Council model, so it has no experience. Therefore, it is necessary to refer to the implementation of this model in countries around the world.
Speaking at the conference, the Deputy Prime Minister emphasized that the 2023 Law on Medical Services (amended) has institutionalized innovative and groundbreaking policies and guidelines in the health sector.
In particular, the role, position, functions, and tasks of the Council in the independent assessment of medical examination and treatment practice capacity continue to be improved, approaching international practices, in harmony with Vietnam's characteristics. Therefore, it is necessary to adjust the Prime Minister's decision to establish the National Medical Council.
Regarding the requirements for practical, effective and simple operations, the Deputy Prime Minister requested the Council to develop standard, feasible and suitable assessment methods and criteria for the Vietnamese health system; process and procedures for receiving and recognizing international assessment standards; combination of national competency assessment exams and decentralization for hospitals and medical facilities; process for evaluating special cases; Decentralization... ensures science and rigor, but is open and flexible.
In addition, the Council urgently develops a set of criteria to select medical universities, hospitals... eligible to organize examinations to assess the capacity to practice medical examination and treatment, both in theory and practice, in the direction of Forming a system to evaluate the quality of medical human resources across the country, creating favorable conditions for medical staff not to have to travel far and concentrate in big cities.
