Major Dai helps fishermen ensure the safety of fishing gear.

In September 2025, in village 6, the old Vinh Thanh commune (now Phu Vinh commune), there were 2 forest fires. While staying close to the area to grasp the work situation, being the first to discover the fire, Major Pham Van Dai quickly reported to the Vinh Xuan Border Guard Station Command to promptly send officers and soldiers to the scene to put out the fire; at the same time, he informed the village chief and mobilized people to participate. Thanks to that, the forces were able to control the fire in the shortest time, preventing the fire from spreading to the protective forest and other residential forests. In recognition of his outstanding achievements, the City Border Guard Command gave an extraordinary reward and a certificate of merit to Major Pham Van Dai.

According to Lieutenant Colonel Hoang Van Dung, Political Commissar of Vinh Xuan Border Guard Station, Major Dai is an energetic and excellent officer in the mass mobilization team. “As an officer of the local working group of Vinh An, Vinh Thanh, and Phu Dien communes (now all belong to Phu Vinh commune), for many years, Major Dai has been close to and proactively coordinated well with the local government; wholeheartedly devoted himself to helping the people, building a solid reputation in the hearts of the people, creating favorable conditions for propaganda work, mobilizing the people, especially fishermen, to comply with policies and guidelines. Since then, he has made many effective contributions, and together with the unit, successfully completed political tasks” - Lieutenant Colonel Hoang Van Dung shared.

Mr. Do Mai, Head of the Front Committee of Village 6 and many local people expressed their trust when talking about Major Pham Van Dai's beautiful actions in protecting people's property. One time before Tet, while on a business trip in the old Vinh Xuan commune, Major Dai saw a woman drop a black plastic bag while driving a motorbike on the road, but she herself did not notice. Major Dai quickly stopped the motorbike to pick it up, accelerated to catch up with the "owner". When receiving the intact 33 million VND, the woman was moved to tears because that was the money she and her husband had worked hard to save up to pay for materials to repair the house. She offered to give Major Dai 1 million VND as a thank you, but he refused to accept it.

Afterwards, the couple went to Vinh Xuan Border Guard Station to thank the unit and Major Dai. They found out that the wife's name was Tran Thi Diep and her husband was Tran Minh Hung from Song Dam hamlet, old Vinh Thanh commune. Hung had both arms amputated and was struggling to make a living. "When Diep and her husband asked about the soldier who helped them, the local people guessed that it was Dai - a border guard, so they directed them to Vinh Xuan station; and that was exactly right," Mr. Do Mai said with respect.

Going back in time, in 2014, when Vinh Xuan Border Guard Station organized a conference to deploy border work, with the participation of the head of the Border Guard Command, Mr. Dai was the one who proposed to help build houses for poor Catholic households. With the agreement of the superiors, Vinh Xuan Border Guard Station connected and mobilized departments, branches and unions at all levels to implement. After completing the construction of houses for poor Catholic households, officers and soldiers of the unit continued to donate rice. Since then, the model of "Charity Rice Jar" was first deployed and replicated on the two border lines.

"Officers and soldiers like Major Dai have promoted the qualities of "Uncle Ho's soldiers", together with the unit, built trust in the hearts of the people, firmly built the military-civilian relationship, and joined hands to effectively carry out the movement of all people participating in protecting the sovereignty , territorial integrity and national border security in the new situation" - Lieutenant Colonel Hoang Van Dung said.
