Over the years, Yen Vuong commune, Huu Lung district, has intensified its efforts to promote and encourage people to utilize the potential and advantages of the locality to develop the economy . This has contributed to increasing income and effectively reducing poverty in the area.
Yen Vuong commune comprises 5 villages with 739 households and 3,500 inhabitants. With the advantage of nearly 900 hectares of agricultural land and over 2,000 hectares of rocky mountainous land (accounting for nearly 90% of the commune's total natural area), the commune's Party committee and government have recently promoted and encouraged the people to develop production models, focusing on fruit tree cultivation.
Mr. Tran Van Huong, Vice Chairman of the People's Committee of Yen Vuong commune, said: In 2021, the entire commune still had 141 poor households and 58 near-poor households. To effectively reduce poverty, from 2021 to the present, the commune's Party committee and government have annually directed specialized officials to develop specific poverty reduction plans, focusing on thoroughly reviewing and classifying poor households according to multidimensional poverty criteria. From there, they clearly identify the causes of poverty for each household and group of households to provide appropriate support solutions, prioritizing support for the development of local economic models that are strengths of the area.
Accordingly, from 2021 to the present, using funds from the national target program for socio-economic development in ethnic minority and mountainous areas, and the national target program for sustainable poverty reduction, the commune government has provided nearly 30 tons of fertilizer to 163 households for planting and caring for custard apples; and supported 24 households with breeding cows to develop livestock farming. Simultaneously, the commune government has also focused on guiding people in techniques for planting and caring for crops and livestock; supporting 12 poor households with agricultural machinery and tools; and assisting people in changing occupations...
In addition, the commune's Party committee and government have paid attention to and directed mass organizations to guide people in accessing preferential loan sources from the Social Policy Bank. To date, the entire commune has 339 poor and near-poor households that have borrowed capital from the Social Policy Bank with a total outstanding debt of over 23 billion VND, mainly for developing the cultivation of custard apples, sugarcane, tobacco, and poultry farming…
Ms. Phung Thi Lan, from Chuc Quan village, said: "Previously, my family had a difficult economic situation and was classified as a poor household in the commune. In 2021, I was guided by commune officials to borrow 100 million VND in preferential loans from the District Branch of the Social Policy Bank to care for and develop custard apple cultivation. To date, my family has over 600 custard apple trees, yielding more than 3.5 tons of fruit per year. This brings my family an average income of over 120 million VND per year. Currently, my family has risen out of poverty."
Furthermore, the local government has also provided guidance to the people in completing loan applications in accordance with Resolution 08 dated December 10, 2019, of the Provincial People's Council on specific policies to encourage investment, development, cooperation, and linkages in the production and consumption of agricultural and rural products in the province for the period 2020-2025, and Resolution 15 dated July 17, 2021, of the Provincial People's Council amending and supplementing some articles of Resolution 08. To date, the entire commune has 6 households that have received loan disbursements totaling 4.2 billion VND to develop custard apple cultivation. In addition, the commune annually organizes 1 to 3 training courses to guide people on techniques for planting and caring for custard apples, and raising livestock and poultry.
To date, the entire commune has over 280 hectares of custard apple trees, with a production of 1,800 tons, bringing in an economic value of approximately 35 billion VND in 2024; more than 30 hectares of Thai custard apple trees; over 30 hectares of tobacco plants and over 20,000 poultry...
Thanks to the proactive efforts of the commune's Party committee and government, and the self-improvement of the people, poverty reduction in the commune has achieved positive results. Currently, the average per capita income in the commune is 44 million VND/person/year, an increase of 13 million VND/person/year compared to 2021. By the end of 2024, the entire commune will only have 52 poor and near-poor households (a decrease of 147 households compared to 2021), a reduction rate of 73.9% compared to 2021.
With these outstanding results, in April 2025, Yen Vuong commune was honored to receive a commendation from the Chairman of the Provincial People's Committee for its excellent achievements in the emulation movement "For the poor - Leaving no one behind" during the 2021-2025 period. This is an important motivation for the Party committee, government, and people of the commune to continue their efforts in poverty reduction in the coming time.
