These reform steps not only aim to improve administrative efficiency, but also set new requirements for personnel work, especially for Party committees at all levels.
“Keeping the roots clean” – that is, ensuring purity, legitimacy and competence right from the selection of cadres – is the foundation for consolidating trust, enhancing solidarity and leading the Party organization to overcome challenges in the new period. In recent times, the Party’s fight against corruption and negativity has created positive changes, strengthening people’s trust. However, that also means that there are still loopholes in the organization and control of power, where if we do not tighten from the beginning, old mistakes may recur.
Therefore, Directive No. 45-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Party Congress emphasized the requirement to resolutely not allow cadres who show signs of political opportunism, ideological degradation, ambition for power, lack of courage, ethics and prestige to enter the Party Committee. This is not only a warning in principle, but also a reminder from practice when some cadres once held important positions but committed serious violations, greatly affecting the prestige of the organization and social trust. Therefore, "keeping clean from the root" from the Party Committee is not only an organizational requirement, but also a political task with the meaning of protecting the ideological foundation and leadership of the Party in the entire system.
Therefore, the work of evaluating and selecting cadres needs to be innovated in both thinking and methods. It cannot be based solely on records, achievements, resumes or administrative comments from superiors, but requires a system of clear, objective quantitative criteria, linked to practical results, work efficiency and especially evaluation from the masses. There needs to be a specific mechanism so that the voice of the people can truly enter the personnel process in a serious, responsible and effective manner.
The spirit of Resolution 35 of the Politburo on protecting the Party's ideological foundation is the building of a clean and strong Party organization, inseparable from the work of preventing degradation from within. When the Party Committee is built with transparency, democracy and collective intelligence, it not only builds trust, but also has the courage to refute wrong views and fight against distorted and divisive arguments from the outside.
