"Keeping things clean from the root"—that is, ensuring integrity, legitimacy, and competence right from the selection of cadres—is the foundation for consolidating trust, strengthening unity, and leading the Party organization through the challenges of the new era. In recent times, the Party's fight against corruption and negative practices has created positive changes and strengthened the people's trust. However, this also means that there are still loopholes in the organization and control of power, areas where, if we don't tighten control from the beginning, old mistakes could recur.
Therefore, Directive No. 45-CT/TW of the Politburo on Party congresses at all levels leading up to the 14th National Congress of the Party emphasized the resolute requirement to prevent the inclusion of cadres exhibiting political opportunism, ideological degeneration, power ambitions, lack of integrity, morality, and prestige into Party committees. This is not only a principled warning but also a reminder from practice, as some cadres who once held key positions committed serious violations, significantly affecting the organization's prestige and social trust. Therefore, "keeping clean from the roots" at the Party committee level is not only an organizational requirement but also a political task that means protecting the ideological foundation and leadership of the Party throughout the entire system.
Therefore, the process of evaluating and selecting officials needs to be reformed in both thinking and methodology. It cannot rely solely on dossiers, achievements, resumes, or administrative comments from superiors. Instead, it requires a system of clear, objective, quantitative criteria linked to practical results, work efficiency, and especially the evaluation of the people. Specific mechanisms are needed to ensure that the voice of the people is truly incorporated into the personnel selection process in a serious, responsible, and effective manner.
The spirit of Resolution 35 of the Politburo on protecting the Party's ideological foundation is that building a clean and strong Party organization is inseparable from the work of preventing degradation from within. When Party committees are built on transparency, democracy, and collective intelligence, they not only build trust but also possess the courage to refute erroneous viewpoints and combat distorted and divisive arguments from outside.
