The "Lucky Invoice" program applies to electronic invoices with tax authority codes (including electronic invoices generated from cash registers) that contain complete buyer identification information (tax code/citizen identification number/passport), excluding: canceled invoices, adjusted invoices, replacement invoices, and invoices with identical tax codes for both the seller and the buyer. Each electronic invoice can only be entered into the selection process once.

The program is implemented based on the principle of randomly selecting invoices from taxpayers managed by the City Tax Department on the tax sector's centralized electronic invoice system; ensuring that the selection of winning electronic invoices is objective, public, transparent, and subject to strict supervision by the Supervisory Council.

According to the results of the city's tax data review, there were 41,243 valid invoices in Q4/2024; 28,610 valid invoices in Q1/2025; and 70,454 valid invoices in Q2/2025 that were included in the selection process.

At the event, Ms. Ngo Thi Kieu Thu, Deputy Director of the Department of Finance and Chairwoman of the Supervisory Board of the "Lucky Invoice" program, proceeded to select the lucky invoices for each of the three quarters. Specifically, each quarter will have 1 first prize, 3 second prizes, 5 third prizes, and 10 consolation prizes. The total prize value for each quarter is 43 million VND. The results of the "Lucky Invoice" program will be publicly announced by the City Tax Department on its electronic portal after the program concludes.

The city's tax authorities affirmed that the implementation of the "Lucky Invoice" program aims to encourage buyers to obtain invoices when purchasing goods and services, contributing to promoting civilized consumption habits, ensuring that all transactions are accompanied by legal invoices and documents, and protecting the rights of buyers. Simultaneously, it encourages sellers and service providers to use electronic invoices with tax authority codes, thereby enhancing transparency and fairness in the business investment environment. The "Lucky Invoice" program, under the strict supervision of the supervisory board, ensures objectivity, transparency, and compliance with regulations. Accordingly, for each invoice issued by the seller, the buyer will have the opportunity to receive attractive prizes through this program.
