The inspection concluded that as many as 245 properties, for which plans for arrangement and disposal had been approved previously, have yet to be implemented as planned. This prolonged delay has reduced the efficiency of public asset utilization and caused a waste of social resources. The primary responsibility lies with the advisory agencies and the units assigned to manage these properties. Specifically, the Department of Finance was found to have lacked proactiveness in urging, guiding, and advising on resolving difficulties and obstacles; it failed to develop specific timelines for each disposal plan; and the classification of arrangement and disposal methods for properties was unclear and inconsistent with current regulations.

Several units and localities directly managing public assets have been identified as being involved in existing shortcomings and limitations, such as the People's Committee of Phu Xuan Ward, the People's Committee of A Luoi 5 Commune, and the Project Management Boards for Investment and Construction in Areas 1, 2, and 3. These units were established after the administrative restructuring but have not yet promptly completed the management and use of houses and land according to regulations.

The decision to temporarily transfer 108 surplus land and property assets to wards and communes for management before finalizing specific disposal plans has prolonged the temporary management situation, reducing the efficiency of their exploitation. Regarding the 38 land and property assets transferred by central government agencies, 20 still lack disposal plans, indicating delays in implementation.

Many properties and land parcels are no longer needed or are being used inefficiently, but have not been dealt with promptly. The prolonged state of vacancy and neglect not only causes losses and waste but also leads to missed opportunities to exploit resources for development.

For directly managing units such as the People's Committees of wards and communes and project management boards, updating information and checking the current status is still lacking in proactiveness; the handover and acceptance of assets are not in accordance with regulations. This shows that administrative discipline in the management of public assets has not been seriously implemented.

Beyond simply identifying existing issues, the inspection agency issued financial decisions, including requiring the recovery of over 1.4 billion VND from organizations and individuals who violated regulations regarding the leasing and use of public land and properties. This is a necessary measure to remedy the consequences and demonstrate strictness in the management of public assets.

The discovery and recovery of misappropriated funds reveal loopholes in management and supervision, leading to the misuse of public assets and posing a potential risk of state budget losses. Along with recovery efforts, relevant authorities need to continue reviewing and thoroughly preventing similar acts, ensuring that public assets are managed strictly and transparently.

Urgent measures are needed to rectify and improve the efficiency of public asset utilization.

In light of the aforementioned violations, the Hue City Inspectorate has recommended that the City People's Committee direct the Department of Finance, the Project Management Boards of Areas 1, 2, and 3; the People's Committee of Phu Xuan Ward, the People's Committee of A Luoi 5 Commune, and other relevant units to seriously review, clarify responsibilities, and implement specific corrective measures. The handling of responsibilities must be carried out in accordance with regulations, ensuring deterrence and prevention. The current requirement is to urgently review all surplus land and buildings; finalize the plan for arrangement and handling in accordance with the law. At the same time, it is necessary to accelerate the implementation of approved plans to avoid delays that cause waste.

The Department of Finance needs to play an advisory role, proactively guiding and urging units; promptly proposing solutions to overcome obstacles and ensuring progress in accordance with the directives of the Government and the Ministry of Finance . Local authorities and units assigned to manage public assets must enhance their responsibility, strengthen inspection and supervision, and use public assets for the right purpose and effectively.

Prioritizing the allocation and use of surplus buildings and land for essential sectors such as education , healthcare, and culture needs to be implemented comprehensively and effectively, avoiding the situation where public assets are left abandoned and deteriorate.

Immediately after the inspection report was concluded, the City Inspectorate advised the Hue City People's Committee to issue a directive to relevant departments, agencies, and localities to urgently organize and strictly implement the conclusions. This included requiring the development of specific plans, clearly defining the roadmap, assigning responsibilities to each unit; and strengthening inspection and supervision of implementation, promptly reporting on progress and corrective actions.

In response to shortcomings in the management of public housing and land following the administrative boundary merger, Chairman of the People's Committee Nguyen Khac Toan issued decisive directives: He requested that specialized departments, the Department of Finance, and the People's Committees of relevant wards and communes conduct a thorough review; clarify the responsibilities of collectives and individuals for errors and delays; and definitively resolve the delays in arranging the 245 surplus public housing and land properties. Specifically, he called for an end to the prolonged temporary management of 108 properties by wards and communes to avoid wasting public assets. At the same time, he urged the prompt development of a plan to definitively resolve the 20 housing and land properties transferred from central government agencies to the localities that are currently vacant or lack a concrete plan.
