
The Party Committee of Thieu Quang commune has deployed a working group to guide Party members in the Party organization on the application of the "Electronic Party Member Handbook".
The Party cell of the Sam Son Ward Post has 74 members, of which about 20% are elderly. The difficulty the cell is facing is that, after the implementation of the "Electronic Party Member Handbook," elderly members cannot access the application because many do not use smartphones, or some use them but are unfamiliar with the operation. Therefore, even though the application has been installed, maintaining its regular and effective use is very difficult.
Faced with this situation, the Party Branch of the Border Guard Post assigned young Party members, proficient in using smartphones, to assist each individual in installing, registering accounts, and logging in. Thanks to this, Party members in the branch have basically grasped the basic operations. Comrade Le Manh Hung, Secretary of the Party Branch of the Border Guard Post, said: "The 'Electronic Party Member Handbook' application is very convenient; all documents are integrated directly on the phone, so you can study them anywhere. However, its use still has many limitations. Currently, the Party branch still maintains a force of young Party members and youth union members to support and guide, but in the long term, it will be difficult without a suitable solution."
For many older party members, initial access to the application was challenging. However, with direct guidance from the Party branch committee and younger members, positive changes have been made. Party member Pham Van Son, from the Don Trai Party Branch, shared: "At first, I was quite confused using the software. But with the comrades' 'hands-on' guidance, I can now operate it proficiently and find updating content for Party branch meetings much more convenient than before."
The Thiệu Quang commune Party Committee has nearly 1,600 Party members, operating in 49 grassroots Party organizations. Immediately after implementing the "Electronic Party Member Handbook," the commune Party Committee disseminated information about the purpose, significance, and benefits of the software; guided Party members on installing, logging in, and using the features to support Party branch activities, studying resolutions, and understanding the policies and guidelines of the Party and the State.
The Party Committee of Thieu Quang commune also established teams to go down to 29 villages, directly assisting Party members in installing and using the software. Party members unfamiliar with operating the phone were guided step-by-step. The Party branch secretary monitored the application's usage and found solutions to any problems. Through this approach, Party members in the commune's Party committee became familiar with the application. This allowed them to preview the content of Party branch meetings, enabling them to prepare more relevant discussion points.
Comrade Hoang Trong Cuong, Secretary of the Party Committee of Thieu Quang commune, affirmed: “The ‘Electronic Party Member Handbook’ is a useful tool that helps innovate the methods of leadership, management, and Party activities in a scientific and modern direction. The application delivers documents to Party members as quickly as possible, saving on printing costs for Party branch meetings. If the Party committee and branch secretary consider this a working tool, Party members will form new habits.”
In the Party Committee of Thanh Hoa province's Party agencies, the application's implementation is carried out on a larger scale. The Party Committee currently has 17 affiliated grassroots Party organizations, including 11 grassroots Party committees and 6 grassroots Party branches; 102 affiliated Party branches, with over 1,600 active Party members. To ensure effectiveness, the Standing Committee of the Party Committee organizes training sessions, sends guidance documents, and assigns working groups to guide cadres and Party members in logging in, accessing, and using the application's features.
The Party Committee of the provincial Party agencies has deployed the application to 100% of its subordinate Party organizations. To date, 1,615 out of 1,633 Party member accounts have logged in and are using the application, reaching a rate of 98.9%. The percentage of Party branches holding regular meetings through the "Electronic Party Member Handbook" averages 85%. In addition, 61 leadership and guidance documents from the Party committee have been uploaded to the document and materials folder; and 123 Party members have contributed their opinions directly through the feedback folder...
Comrade Dinh Thi Thanh Ha, Deputy Secretary of the Party Committee of the Provincial Party Agencies, stated: “The ‘Electronic Party Member Handbook’ is considered an important information channel, creating two-way communication between Party committees and Party members, contributing to improving the effectiveness and efficiency of leadership, guidance, and activities of Party organizations, in line with the national digital transformation goals. The ‘Electronic Party Member Handbook’ is also a channel for Party committees and branches to grasp the opinions of Party members, promptly convey new policies and tasks, and create an environment for Party members to fulfill their roles and responsibilities.”
To further enhance the effectiveness of the "Electronic Party Member Handbook" application, in the coming period, Party committees at all levels need to guide Party members to maintain the use of the application according to regulations, especially elderly Party members or those in areas with limited access to equipment. In addition, the content uploaded to the system should be concise, accurate, timely, and easy to search, thereby contributing to improving the quality of Party branch activities and building strong grassroots Party organizations.
