Recently, the Standing Committee of the Hue City Party Committee organized numerous working sessions with the Standing Committees of the Party Committees of communes and wards, organized by local clusters, to assess the implementation of the Resolution of the First Party Congress, term 2025-2030. The working sessions focused on reviewing the initial results after the restructuring of the administrative apparatus and the operation of the two-tiered local government model; and also listened to suggestions from the grassroots level to provide timely guidance and direction in resolving difficulties and obstacles arising during the implementation of tasks.

During the working sessions, the Standing Committee of the City Party Committee also requested localities to review their potential and advantages, clearly define development directions, and assess regional linkages as a basis for completing planning, prioritizing investment resources, and improving the effectiveness of implementing the resolution right from the beginning of the term.

The review shows that many localities have quickly stabilized their organizational structures, maintained growth momentum, and implemented resolutions with high determination. Initial results indicate that the leadership and guidance role of local Party committees continues to be enhanced after the reorganization of the organizational structure. Many localities have proactively reviewed their working regulations, clearly assigned tasks to specific individuals, strengthened their understanding of the situation at the grassroots level, promptly addressed emerging issues, and fostered consensus among cadres, Party members, and the people from the beginning of the term.

In Phu Bai ward, the locality continues to maintain its role as the industrial and service growth hub in the southern part of the city. By 2025, the total value of products in the area is estimated to reach over 33,000 billion VND, an increase of approximately 12.5% ​​compared to the same period; average per capita income is expected to reach over 76 million VND/person/year. Meanwhile, Huong Thuy ward has completed and exceeded 11 out of 11 key targets; total budget revenue in 2025 is expected to reach over 305.6 billion VND.

In the Huong Tra, Kim Tra, and Binh Dien clusters, localities continue to leverage their advantages in industry, handicrafts, services, and agriculture . Many key programs are being implemented to suit the specific conditions of each locality.

Social welfare continues to be a bright spot in many localities. Subsidies and care for war veterans and social welfare beneficiaries are implemented fully and promptly. The poverty rate continues to decrease, with Huong Tra at 0.76%, Kim Tra at 0.90%, and Binh Dien at 0.88%.

Another notable achievement is the continued acceleration of digital transformation and administrative reform. Many localities have proactively invested in information technology infrastructure, building digital platforms to serve management, operation, and the handling of administrative procedures. Specifically, Phu Bai ward has established community digital technology teams in all 31 residential areas to support residents in accessing digital services.

Kim Tra Ward will launch the "From Farm to Table - Zero Waste" experiential tour in early 2026.

Strengthening regional linkages

According to Comrade Tran Quoc Thang, Chief of the City Party Committee Office, organizing working sessions with the Standing Committee of the Party Committees of 40 communes and wards in clusters aims to conduct a comprehensive assessment and provide more effective regional linkage orientation. This is considered a suitable approach in the context of many localities having similar natural conditions and development spaces.

The overarching message is that development cannot be driven by a narrow, localized administrative mindset. Localities need to strengthen linkages in planning, transportation infrastructure, tourism, industry, and services to create momentum for shared development.

In Kim Tra ward, which is being developed as a satellite city of Hue City, many key infrastructure projects, such as the Ring Road 3 connecting the expressway interchange with Kim Phung road, the upgrading of Provincial Road 8A, and the renovation of National Highway 1A, still require additional resources for synchronized implementation. According to Mr. Chau Viet Thanh, Secretary of the Party Committee of Kim Tra ward, the locality is also focusing on addressing the erosion of approximately 1.2km along the Bo River to ensure the safety of residents and stabilize production for the people.

In Hung Loc commune, the demands for developing education, healthcare, and infrastructure to serve the industrial zone continue to place significant pressure on the locality after the merger. The locality is reviewing and prioritizing investment in school facilities, health stations, and other public service projects to improve the quality of services for the people.

During a working session with the Standing Committee of the Party Committees of Khe Tre, Nam Dong, and Long Quang communes, Vice Chairman of the City People's Committee Nguyen Van Manh requested that the localities review and select truly urgent projects that have the potential to create momentum for development in the 2026-2030 period to prioritize investment; focusing resources on connecting transportation infrastructure and essential works serving people's lives, production development, and tourism.

Emphasizing the need to enhance the role and responsibility of local Party committees in the new period, Party Central Committee member, Secretary of the City Party Committee, and Head of the City's National Assembly Delegation, Nguyen Dinh Trung, requested that communes and wards proactively review key targets and tasks; clearly define development directions suitable to the advantages of each locality; strengthen coordination with departments and agencies to accelerate the completion of planning, resolve difficulties in infrastructure and land, and effectively exploit resources for development.

According to the City Party Secretary, strengthening leadership and guidance from the city, combined with promoting the initiative of the grassroots level, promptly resolving difficulties and promoting linkages for development, will create an important foundation for localities to successfully implement the resolution for the 2025-2030 term.
