On the afternoon of June 10th, the Permanent Deputy Minister of Education and Training, Pham Ngoc Thuong, Head of the National Steering Committee for the 2026 High School Graduation Examination, visited and encouraged students at the examination site at Thanh Liem A High School in Ninh Binh province. The Deputy Minister emphasized the importance of "absolutely no complacency" as the exam is being held in a special context – the first time it has been organized after the implementation of a two-tiered local government system, with a very large number of candidates. He requested increased responsibility from the invigilators and enhanced measures to ensure security, safety, and prevent cheating using high-tech equipment at examination sites through methods such as public awareness campaigns, signed commitments, and the use of personal scanning and verification devices.

Along with exam supervision, Permanent Deputy Minister Pham Ngoc Thuong also emphasized the importance of preserving and storing exam papers and subsequent tasks including grading, announcing scores, appeals, and comparing exam results. "Only when the scores are announced and all feedback from candidates and parents is addressed can we comprehensively assess whether the exam process was successful or not," the Deputy Minister stressed.
The 2026 high school graduation exam is the second year of implementing the 2018 general education program and the first year of implementing a two-tiered local government system. Therefore, the Deputy Minister requested that localities be more proactive in communicating about the exam and promptly addressing any issues arising in their provinces. This should especially focus on strengthening the sense of responsibility of officials involved in all stages of exam organization and the self-discipline of students.
To the candidates, the Deputy Minister hoped they would remain calm and confident, utilize their knowledge to the fullest, perform well in the exam, and strictly adhere to the exam regulations to achieve results that reflect their abilities. The Deputy Minister also advised them to be careful not to inadvertently bring mobile phones into the exam room, which could lead to violations.
