According to expert analysis, the promulgation of the "Four Pillars" stems from the urgent demands of the times, such as: adapting to global fluctuations, profound changes in geopolitics, economics, technology, and climate change that are shaking the traditional development structure. Without appropriate adjustments, Vietnam risks falling behind; innovating national governance thinking, as continuing to operate according to the old model with traditional tools and institutions will make it difficult to keep up with the demands of the new era; and promoting new drivers of development.
The resolutions focus on science, technology, innovation, international integration, legal reform, and private sector development, aiming to improve labor productivity and the competitiveness of the economy. With deep international integration, Vietnam needs to proactively expand comprehensive cooperation to access global markets, technology, and capital. This will ensure sustainable development and enhance its position in the international arena. These orientations will not only help Vietnam adapt to the rapid changes in the world but also lay the groundwork for a period of remarkable development in the future.

To effectively implement the Resolutions, Bac Giang organized a conference to disseminate the content and simultaneously developed systematic implementation solutions. With the merger with Bac Ninh to form the (new) Bac Ninh province, Bac Giang is entering a phase of development on a larger scale, with higher expectations, requiring breakthrough thinking, innovative approaches, and strong cooperation from the entire political system, business community, and people. To achieve strategic goals, the effective implementation of the "Four Pillars" as directed is an urgent requirement. Resolution No. 57 is of đặc biệt importance, serving as a guiding principle for development in the new era – the era of national progress – and a powerful call to action for the entire Party, people, and army to strive to make Vietnam a developed, high-income nation with global competitiveness. For Bac Giang province, Resolution No. 57 has been consistently prioritized and directed by the provincial leadership and is considered a prerequisite for Bac Giang to seize opportunities from the Fourth Industrial Revolution to develop the province in the new era, as demonstrated in several key points. Firstly, the Provincial Party Committee has issued a plan to disseminate and promote Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, with a very clear guiding principle. The second major point is that the Provincial People's Committee has issued a Plan to implement Government Resolution No. 03/NQ-CP on Resolution No. 57, striving to make Bac Giang a modern industrial province by 2030, with a GRDP ranking among the top 10 provinces and cities nationwide and the top in the Northern Midlands and Mountains region. It aims to be among the top 10 provinces and cities nationwide in digital transformation and maintain its position among the top 10 provinces and cities nationwide in the innovation index. The third major point is the selection of core, priority issues to guide implementation through 111 specific tasks assigned to departments, sectors, and localities. Among these are four breakthrough projects: applying biotechnology to build and develop the biotechnology industry in Bac Giang province by 2030, with a vision to 2045; applying and developing artificial intelligence in various sectors and fields in Bac Giang province to create a technological breakthrough contributing to the socio-economic development of Bac Giang province; building a specialized database and a shared information system for Bac Giang province; and establishing the Bac Giang Provincial High-Tech and Innovation Industry Center. For science and technology to be not only a driving force but also a foundation for Bac Giang province to build a modern, sustainable, and competitive economy, the effective dissemination, understanding, and implementation of Resolution No. 57 plays a crucial role. Resolution No. 59 is a crucial, comprehensive directive from the Party on international integration, outlining objectives, guiding principles, and major tasks and solutions to improve the quality, effectiveness, synchronicity, comprehensiveness, and depth of international integration in the new situation. Based on its functions and responsibilities, the Department of Industry and Trade has proactively disseminated and thoroughly explained the core contents of the Resolution to all officials, civil servants, and employees. Simultaneously, it has proactively advised on and implemented tasks such as: organizing in-depth training to disseminate information and guide businesses in utilizing free trade agreements (FTAs) to redirect exports to new potential markets for electronic products and components; textiles, footwear and accessories such as bags, hats, umbrellas, and plastic products; plastic products; wood and wood products; and promoting digital transformation and innovation in integration. Supporting businesses in applying information technology, e-commerce, and digital transformation in production, business, and import/export. Collaborating with training institutions and associations to provide training on integration, international trade, and digital transformation for officials and businesses... Recently, the business community was very excited when the Politburo issued Resolution No. 68-NQ/TW on the development of the private economy. Immediately afterwards, the National Assembly issued Resolution No. 198/2025/QH15 on some special mechanisms and policies for the development of the private economy; the Government also issued Resolution No. 138/NQ-CP of 2025 on the Action Plan for the development of the private economy. The business community hopes that in the coming period, the province will make breakthroughs in the development of the private economy. This includes significantly improving the investment and business environment; accelerating administrative reforms, shortening processing times, especially in business registration, investment licensing, land, construction, and environmental matters; operating the Public Administrative Service Center efficiently to better and more transparently serve businesses and citizens; supporting private enterprises in developing production and business, such as: assisting in access to credit, implementing practical bank-enterprise connection programs; conducting research to revise the planning comprehensively, including allocating land for small and medium-sized enterprises to implement agricultural processing and small-scale mechanical projects; and having specific programs and plans to support businesses in accessing science and technology and digital transformation through preferential policies and human resource training. Implement industrial promotion programs, support technological innovation, improve production processes, and promote trade. Strengthen connections between large enterprises and small and medium-sized enterprises, especially developing a plan to connect domestic enterprises with foreign-invested enterprises, creating sustainable value chains. As an agricultural processing and export business, the company has persevered for many years, constantly learning and expanding its market. There have been periods when agricultural exports faced significant difficulties and markets narrowed, but the company has strived to overcome these challenges, stabilizing its operations and reaching new customers. Currently, the company's products are exported to several countries, including South Korea, Thailand, and Europe. Recently, the company became the only facility in Northern Vietnam to be recognized by the United States as meeting the requirements for packaging agricultural products for export to the US market. Currently, the company is packaging lychees for export. We are very excited that the Politburo has issued the "Four Pillars" Resolution. Through this, I would like to offer some suggestions to the locality regarding the implementation of these Resolutions. Accordingly, to effectively implement the Resolutions, I hope the province will focus on the following points: Science and technology and digital transformation; establishing a center to support the transfer of agricultural technology; incentives for investment in digital technology (smart production, traceability); and businesses investing in agriculture. Alongside this, training and capacity building for farmers and technical staff are also important. This should be coupled with streamlining the administrative apparatus; reviewing and simplifying administrative procedures related to agricultural exports; conducting quarantine and origin certification locally; ensuring transparency and openness of information and applying online public services; and improving the efficiency of the one-stop shop mechanism. Specifically, we will promote the development of the private sector: establishing a fund to support access to preferential loans for small and medium-sized enterprises (SMEs) and businesses investing in agriculture and rural areas; flexible land policies for production, especially for agricultural products; support for trade promotion and connecting domestic and international markets; providing information and warnings about international market requirements; supporting businesses in obtaining international certifications (GlobalGAP, HACCP, etc.); and building and promoting local agricultural product brands. Regional agricultural products will have a very positive impact on the locality. We believe that the proactive and innovative approach of the locality will help these resolutions be implemented, creating a strong impetus for the agricultural sector and the provincial economy. |
