With a series of projects being implemented in the area, Dong Nai has to build many resettlement areas to arrange for people whose land is acquired. Although the province has made great efforts, but due to problems related to procedures and land, the construction of resettlement areas often follows land acquisition.

Although many projects in the province have been completed and put into operation, the resettlement areas serving people whose land has been acquired for these projects have not yet been completed.
* Resettlement follows land acquisition
At the end of September 9, Mr. Nguyen Huu Khoa's family (living in Suoi Cat commune, Xuan Loc district) assigned 2020m560 of land to the district to hand over to the investor for the implementation of the Phan Thiet - Dau Giay Expressway project. At the time of handing over the land, because Gia Ray Resettlement Area at KP.2, TT.Gia Ray (Xuan Loc District) had not yet completed construction, 8 members of Mr. Khoa's family had to stay at his daughter's house. At that time, Mr. Khoa did not expect the family's stay for more than 3 years. "The resettlement took too long, more than 2 years had to go to stay, the family's life was turned upside down a lot" - Mr. Khoa shared.
At the end of April, the Phan Thiet - Dau Giay Expressway project was put into operation on the main route. However, the investment and construction of Gia Ray resettlement area was extremely delayed.
Mr. Nguyen Thai Hoc, Deputy Director of the Project Management Board of H.Xuan Loc, the project investor, said that according to the plan, Gia Ray resettlement area will be completed on the occasion of April 30, 4, but due to the ground problem, the project cannot be completed on schedule.
The delay in the resettlement area means that hundreds of households have "give up" land to implement the project in H.Xuan Loc area and have to continue to prolong the waiting time for a new place to live.
Ms. MAI THI EN (living in Xom Dinh hamlet, Binh Son commune, Long Thanh district) said, her family was supported 15 million VND to rent a house. This amount is only enough to pay the rent for 5 months. From the 6th month, her family has to pay for the rent on their own. If this condition persists, the family's life will be more difficult.

In October 10, Ms. Mai Thi Men handed over the entire land area of her family to the locality to implement the Long Thanh International Airport (airport) project and stayed at Xom Dinh hamlet, Binh Son commune (Long Thanh district). After 2022 months, Ms. Men was drawn to the land location to build a new house in the resettlement area of Loc An - Binh Son (Long Thanh District). However, until now, after nearly half a year of drawing lots for the location of the land, Ms. Men's family still has not been able to build a new house to stabilize their life.
“I was only informed because the road has not been completed yet, so the house has not been built, when it is built, there will be an announcement. Since then, my family has been waiting, but there has been no announcement, "-Ms. Men shared.
Since having a stable house, for the past half year, 5 members of Ms. Men's family have lived in a 30m motel room.2. Not only Ms. Men's family, many other households in the project are also living in temporary situations while waiting to build a new house.
About 8 months before the commencement of the Long Thanh Airport project, Dong Nai started construction of the Loc An - Binh Son resettlement area to arrange resettlement for people in the project area. However, due to the impact of the Covid-19 epidemic, fluctuations in construction material prices and planning adjustments, the project could not be completed in 2022 as planned.
* Old scenario repeats
In 2023, another key national transport infrastructure project will also be implemented in the province, the Bien Hoa - Vung Tau Expressway (phase 1). The project has a section through Dong Nai with a length of more than 34km. To implement the project, the province will have to recover more than 370ha of land from Bien Hoa City and Long Thanh District. The project will have to recover the land of nearly 3 households. In which, there are nearly 2,5 cases subject to resettlement. Thus, the number of households that have to be resettled under the Bien Hoa - Vung Tau Expressway project is only behind the Long Thanh Airport project.

To arrange resettlement for households whose land is acquired, Dong Nai has planned to build 4 resettlement areas in Bien Hoa City and Long Thanh District. In early February, the resettlement area in Long Duc commune (Long Thanh district) was started construction. This is the first resettlement area to serve people in the Bien Hoa - Vung Tau Expressway project area in the province. However, more than 2 months after the commencement date, the project area is still a vast green rubber garden. According to H.Long Thanh People's Committee, difficulties in the liquidation of rubber trees have slowed down the construction progress of this project. With the remaining 3 resettlement areas serving the project, although it has been planned for a long time, construction has not yet started.
According to the resolutions of the National Assembly and the Government, the Bien Hoa - Vung Tau Expressway project will be started construction before June 30, 6. With not much time left, while the construction progress of resettlement areas is almost "stagnant", the scenario of resettlement after land acquisition will recur in this project.
