Strict in inspection, firm in handling.
President Ho Chi Minh was a shining example of the spirit of upholding the rule of law. He believed that the invincible strength of the Party lies in the self-discipline and strict organizational awareness of its cadres and members. If Party discipline is lax, opportunists and reactionary elements can easily infiltrate its ranks to undermine the Party. Clear, strict, and rigorous Party discipline is a crucial condition for ensuring that the Party is truly a unified and cohesive body in all aspects —political , ideological, and organizational; and for ensuring that the Party's guidelines and policies are strictly followed and successfully implemented…
Imbued with President Ho Chi Minh's ideology, our Party has identified the crucial task of building a clean and strong Party. Because only a clean Party can be strong. Without a clean Party, strength is impossible. Cleanliness means the absence of internal corruption; only with a clean Party can the people trust in its integrity; and only with the people's trust and love can we gain immense strength for victory and success… The Party's Congress documents and many Central Committee meetings have emphasized the work of maintaining integrity within the Party as a crucial link determining the Party's strength and survival, a task we are determined to uphold.
Despite drastic measures, reality shows that a significant number of cadres and Party members have still deteriorated in ideology, morality, and lifestyle, engaging in corruption, negative practices, and "self-evolution" and "self-transformation." During the 2020-2025 term, the Party disciplined 174 cadres under central management. Repeated phrases in the Politburo and Secretariat's disciplinary decisions against Party organizations and members, such as: "Deterioration in political ideology, morality, and lifestyle; violations of Party regulations and State laws in performing assigned duties and responsibilities, in combating corruption, waste, and negative practices," and "Violation of regulations on what Party members are not allowed to do and the responsibility of setting an example, causing very serious consequences, public outrage, and a very negative impact on the prestige of the Party organization and the agency/unit," have somewhat eroded public trust and affected the reputation and prestige of the Party organization. Therefore, the Party's requirement is to continuously "separate the wheat from the chaff," and to be "strict in inspection and firm in handling matters."
Imbued with President Ho Chi Minh's views on inspection and supervision: "Without inspection, one cannot know the results of work, nor understand the errors in order to correct them in a timely manner," and "Only through inspection can the positive spirit and immense strength of the people be unleashed, the capabilities and shortcomings of cadres be clearly understood, and timely corrections and assistance be provided"... Quang Ninh has strictly and thoroughly implemented "Expanded supervision, verification supervision, inspection at all levels, inspection when there are signs of violations, linked to the handling of responsibility of cadres and Party members," consistently adhering to the principle of "construction" alongside "combat," resolutely expelling from the Party and organizations those individuals who are unqualified.
The Party's Inspection Committees at all levels have advised on and strictly implemented inspections according to the annual and term-based programs, as well as new and thematic contents, in line with the Central Committee's guiding principles: resolutely showing no leniency towards violations, upholding the rule of law to protect the Party's discipline and order; not creating opportunities for negative elements, degeneration, and corruption to flourish; and ensuring that no Party organization or Party member is considered an exception or outside the Party's discipline...
Comrade Hoang Manh Kiem, Deputy Head of the Party Committee's Inspection Committee of the Van Don Special Economic Zone, stated: The inspection and supervision program has been implemented on a wide scale, encompassing all Party organizations and members, promptly detecting shortcomings at their initial stages. The Party Committee's Inspection Committee of the special economic zone is very strict in monitoring, receiving, and handling complaints and petitions within its authority. From the beginning of 2026 to the present, one Party member from a neighborhood Party branch has had their Party membership suspended . The unit has also received one petition regarding a Party member and forwarded it to the People's Committee of the special economic zone for resolution within its authority.
Over the past 20 years, the Provincial Party Committee's Inspection Commission and the Party Committees' Inspection Commissions at all levels throughout the province have conducted inspections of 2,135 Party members and 466 Party organizations suspected of violations, disciplining 1,042 Party members and 96 Party organizations. Simultaneously, they inspected 15,133 subordinate Party organizations regarding task implementation and 5,670 subordinate Party organizations regarding disciplinary actions within the Party; disciplined 8,708 Party members and 193 Party organizations; and conducted thematic supervision of 12,878 Party members and 10,633 Party organizations. Through this supervision, 222 Party members and 225 Party organizations were found to have signs of violations…
Many defendants have been prosecuted and investigated for corruption, abuse of power, economic crimes, and other misconduct. Numerous cases have been brought to trial and severely punished, such as: abuse of power and authority while performing official duties at Ha Long Coal Company; violations of bidding regulations causing serious consequences at the Education Department of Quang Yen Town (formerly); violations of accounting regulations causing serious consequences at Hoang Tan Commune, Quang Yen Town (formerly); abuse of power and authority while performing official duties at the Environmental Monitoring Center (formerly the Department of Natural Resources and Environment)...
The implementation of Party discipline is considered carefully and thoroughly, applying disciplinary measures that ensure adherence to principles, procedures, processes, and authority in Party disciplinary enforcement, and ensuring synchronous coordination between Party discipline and administrative discipline. The purpose of disciplinary action is not to inflict excessively harsh punishments, but rather to educate, reform, and prevent future offenses, thereby encouraging all Party committees, organizations, and members to strictly adhere to Party regulations and to voluntarily comply with and implement Party discipline more effectively.
Disciplining cadres is something no one wants, but it is a necessary step to ensure equality before the law, build trust, and foster unity within the Party, in accordance with President Ho Chi Minh's view: "Better to cut off a rotten branch so that the tree can thrive," removing corrupt and degenerate cadres and Party members from the Party organization. Only in this way can our Party overcome its shortcomings, maintain its integrity, and strengthen the people's trust in the Party.
"We are very humane, compassionate, and kind; we take no pleasure in disciplining our comrades and colleagues; on the contrary, it is very distressing and painful. But for the common good, and to prevent many others from making mistakes, we must discipline; disciplining a few to save many" - the late General Secretary Nguyen Phu Trong once said.
As the country enters a new phase of development, continuing to implement the policy of streamlining the administrative apparatus and operating the two-tiered local government effectively, while maintaining discipline and work ethics and upholding the spirit of serving the people... alongside the advantages, there are still intertwined challenges.
Applying valuable lessons in the development journey.
Applying creatively the ideological foundation of the Party and Ho Chi Minh Thought, Quang Ninh province This has created a synergistic strength, transforming the locality from a struggling area relying on central government subsidies to one of the leading provinces in the innovation and creativity of the Northern Delta region, a growth pole in the North, and clearly shaping a prosperous, civilized, and modern Quang Ninh; it is very close to becoming a centrally-governed city.
Quang Ninh's economy has consistently experienced high and stable growth, with its scale expanding. By 2025, the province's GRDP is projected to reach VND 395,000 billion, seven times higher than in 2010, 71.6 times higher than in 2000, and 135.7 times higher than in 1995, accounting for over 10% of the total economic scale of the Red River Delta region. The estimated GRDP per capita in 2025 is over USD 11,000, placing Quang Ninh among the leading localities nationwide; it is also one of the provinces contributing to the national budget, with revenue among the highest in the country. Specifically in 2025, despite many difficulties in the world and domestically, the province's GRDP growth rate is projected to reach 11.89% (the highest in the country); the economic scale is expected to reach nearly VND 368,445 billion; and GRDP per capita is projected to reach USD 10,402. Social labor productivity increased by 13.4%; total state budget revenue reached 85,050 billion VND, the highest level ever…
Quang Ninh province is committed to developing its culture and people. The province has continuously issued practical policies with the ultimate goal of "the happiness of the people," such as: supporting school milk programs; providing tuition subsidies and free textbooks for students; investing in school construction, with particular attention to mountainous, border, and island areas… Mr. Le Quang Dao (Ha Long ward) said: Witnessing the many ups and downs of Quang Ninh, I deeply appreciate the strength of the collective, the strength of unity and consensus in thought that has enabled the province to overcome all difficulties and restore the economy after the war. During his visit and working session with the Provincial Party Committee immediately after the 14th National Congress of the Party, General Secretary To Lam acknowledged and affirmed that the achievements made serve as the basis for the Central Committee's trust in assigning Quang Ninh higher tasks in the next phase. The results achieved by Quang Ninh are highly commendable, representing the culmination of a persistent and consistent process of reform, with a spirit of daring to think, daring to act, and daring to take responsibility for the common good, creating the character, prestige, and position of Quang Ninh in the new development stage.
An article by General Secretary and President To Lam on the occasion of the 136th anniversary of President Ho Chi Minh's birth on May 19 (1890-2026 ) clearly states: “The 14th National Congress of the Party determined the strategic orientations to lead the country into a new era, building a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. In this great transition, we have become even more deeply aware of the enduring value of Ho Chi Minh Thought – the spiritual foundation, the guiding light, the compass for all the victories of the Vietnamese revolution and the Vietnamese nation. The Provincial Party Committee has determined to be even more decisive in its leadership, creating strong changes in awareness and action within the Party, the political system, and the people. It will resolutely and persistently fight to prevent and repel the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party, elevating the task of protecting the Party's ideological foundation in the new situation.
In the context of the new situation, Quang Ninh is determined to implement reforms, build a streamlined, modern, and people-oriented administrative apparatus, especially as the province is gradually moving towards becoming a centrally-governed city, which will open up new development opportunities and create momentum for Quang Ninh to continue its breakthroughs.
