The Ministry of Education and Training continues to direct, guide, and strengthen inspection, examination, and supervision to ensure the effective implementation of all stages of exam grading, data comparison of exam scores, announcement of exam results, exam review, consideration for high school graduation for candidates, and university admissions.
Candidates finished the 2024 high school graduation exam yesterday afternoon. The Ministry of Education and Training announced that it will immediately carry out the work related to the grading process to ensure the results are announced on July 17th.
Inspection teams from the National Examination Steering Committee and inspection teams from the Ministry of Education and Training will inspect the grading process at examination boards throughout the grading period. The Ministry of Education and Training requires localities to strictly and seriously implement the procedures for grading essay questions, multiple-choice questions, and reviewing exam papers, ensuring compliance with the regulations and guidelines of the Ministry of Education and Training, with 24/7 camera surveillance in the grading rooms.
The high school graduation exam only includes the Literature subject in essay format. The Literature exam questions are open-ended; however, this raises concerns about the possibility of inconsistent grading or subjective scoring by the examiners.
Mr. Nguyen Ngoc Ha, Deputy Director of the Quality Management Department, stated that each exam has certain criteria regarding subject matter content, educational value, and orientation… These are the requirements set for candidates when taking the exam. However, alongside the suggestions in the marking guidelines, there is always an open-ended section (included in the guidelines) such as if a candidate answers using a different method that is still consistent with the orientation or has a developmental nature, it can be considered. "Therefore, I can affirm that in marking, if examiners encounter special cases, they have a basis for consideration," Mr. Ha said.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, stated: Concerns about open-ended questions but whether the guidelines will be closed are justified, because the common desire is to foster students' intellectual abilities during the exam. "For social science subjects, especially literature, requiring students to develop their individual creativity is a difficult demand for examiners. However, papers that receive high scores, 8, 9, or even 10, are those where the candidates demonstrate exceptional creativity and breakthroughs. Naturally, such exceptional creativity and breakthroughs must be recognized by at least two examiners," Mr. Thuong said.
The Ministry of Education and Training stated that it has issued very detailed guidelines on the grading process for the Literature exam. Accordingly, each essay exam is graded independently by two examiners. In addition to the two initial grading rounds, the essay exam must also be checked by an independent body separate from those who participated in the initial grading rounds. The checked exam papers are randomly selected from those already graded. The check graders only record scores on their individual grading sheets, not on the candidate's exam paper.
Multiple-choice tests are graded entirely by grading software, so the Ministry of Education and Training also stipulates that errors in candidates' test papers must be corrected to ensure that students are not disadvantaged due to objective reasons.
