Permanent member of the Party Central Committee Secretariat Tran Cam Tu has just signed and issued Plan No. 03-KL/TW of the Politburo on implementing the Resolution of the 2nd Conference of the 14th Party Central Committee on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, waste, and negative phenomena in the new period.
The plan states that provincial and city Party committees, Party committees directly under the Central Committee, and Party committees and organizations at all levels, state agencies, and the Vietnam Fatherland Front from the central to the grassroots level should develop specific programs, projects, and plans to implement the resolution.
At the same time, it is necessary to enhance the role, responsibility, pioneering spirit, exemplary conduct, and culture of integrity of Party committees, Party organizations, leaders, and cadres and Party members in preventing and combating corruption, waste, and negative phenomena.

Strictly punish leaders who are irresponsible, negligent in leadership, direction, and management, or who fail to inspect and supervise, leading to corruption, waste, and negative practices, or who cover up or obstruct the detection and handling of corruption, waste, and negative practices; establish mechanisms to encourage and protect organizations, individuals, and leaders who proactively detect and promptly handle corruption, waste, and negative practices within their organizations...
At the same time, it is necessary to focus on building and perfecting a comprehensive, unified, feasible, strict, consistent, and clearly defined legal and institutional framework.
完善 mechanisms to encourage and protect dynamic, innovative, and creative officials who dare to think, dare to act, and dare to take responsibility for the common good.
The plan emphasizes: "Proactively identify, predict, warn, and handle violations early and from afar, preventing small violations from accumulating into major offenses; effectively control the conditions that give rise to corruption, waste, and negative practices; focus on new, key, and crucial areas with a high potential for corruption, waste, and negative practices."
Notably, the plan also states that it will strengthen international cooperation, negotiate and sign mutual legal assistance agreements, and international agreements and treaties on preventing and combating corruption; and intensify efforts to apprehend and extradite fugitives, and recover corrupt assets that have been transferred abroad.
Complete the revision of the Land Law and the Criminal Code.
The plan also outlines the specific tasks of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena; the Party Committee of the National Assembly; the Party Committee of the Government; the Party Committee of the Central Public Security; the Party Committee of the Supreme People's Procuracy; the Party Committee of the Supreme People's Court; the Central Internal Affairs Committee; the Central Organization Committee; the Central Inspection Committee , etc.
Notably, the plan states that the National Assembly Party Committee will focus on directing the following: amending the Land Law (to be completed in 2026), the Penal Code, the Criminal Procedure Code and related laws (to be completed in 2027), the Law on Prevention and Combat of Corruption (to be completed in 2028) and related laws...
Among the assigned tasks, the Party Committee of the Government directed the continued review and development of solutions for each project that is behind schedule, has long-standing backlogs, and poses a risk of loss and waste (to be completed in Q2/2026), striving to complete the handling and resolution of difficulties and obstacles (to be completed in 2026); and to complete the handling, exploitation, and use of surplus land and buildings after the restructuring of the apparatus (to be completed in Q2/2026)...
The Party Committee of the Government is also tasked with leading and coordinating with relevant agencies to direct the construction and completion of the national database on preventing and combating corruption, waste, and negative practices, as well as databases on asset and income control; land and planning; public finance and public assets; taxes and customs; accountability; appraisal and valuation; and on receiving citizens, handling and resolving complaints, denunciations, petitions, and feedback from citizens, ensuring synchronization and interconnectedness (to be completed in Q3/2027).
