Vinh Thuc covers an area of over 49 km², with a population of approximately 5,500 people. Its economy is primarily based on agriculture, forestry, fisheries, and small-scale tourism services. While these sectors don't cause significant pollution, they generate a considerable amount of household waste, especially given the limited treatment infrastructure.
According to statistics, the entire commune generates approximately 3 tons of household waste per day. Meanwhile, the locality lacks a large-scale centralized waste treatment facility; waste disposal is primarily carried out through temporary collection and processing on-site or transported to a central treatment point manually. This poses a potential risk of soil, water, and air pollution if not properly controlled.
As an island commune, activities such as fishing, aquaculture, water transport, and marine tourism are frequent. At Van Gia port, oil and grease leaks, waste from boats and passengers, along with exhaust fumes and noise from water transport vehicles, can cause localized pollution, especially during peak hours. The habit of using plastic bags and single-use plastic products in daily life among some residents has not been completely changed. Waste sorting at source is not yet standardized; recycling and reuse are not given sufficient attention. These are "bottlenecks" that increase environmental pressure in the locality.
Faced with these challenges, the Party Committee and the government of Vinh Thuc commune have implemented many comprehensive solutions, focusing on changing the awareness and behavior of the people - a key factor determining the effectiveness of environmental protection work.
Accordingly, the locality is stepping up propaganda through various forms such as mobile media, hanging banners, organizing competitions to learn about environmental issues, and integrating environmental education in schools… Through these efforts, it is gradually raising awareness and forming green living habits in the community.
In response to environmental protection campaigns, the commune organized hundreds of "Green Sunday" cleanup sessions, attracting thousands of people to participate in cleaning beaches, village roads, and alleys. This practical activity contributed to a strong spread of environmental responsibility among the people.
The commune has organized for 100% of households in the area to sign a commitment not to litter, to dispose of waste in designated areas, and to limit the use of single-use plastic bags. At the same time, models such as "Plastic Waste-Free Family," "Plastic Waste-Free Residential Area," "Clean House - Beautiful Garden," and "Flowering Road" have been widely implemented throughout the area, contributing to changing the rural landscape towards a brighter, greener, cleaner, and more beautiful direction.
Simultaneously, the commune implemented the "Waste Sorting - Turning Waste into Money" model in all 7 villages, guiding residents to sort waste at the source and utilize organic waste for composting. This model not only helps reduce the amount of waste released into the environment but also brings practical economic benefits to households.
In terms of management, the locality has established waste collection teams in the villages, built 3 temporary waste collection points, and raised the solid waste collection rate to over 80%. At the same time, it has strengthened inspection and supervision of production and business establishments, promptly correcting and handling environmental violations.
Mr. Ngo Van Duong, Vice Chairman of the People's Committee of Vinh Thuc commune, said: Identifying environmental protection as a key and continuous task in socio-economic development, the commune continues to promote awareness campaigns among the people; and mobilizes resources to invest in environmental infrastructure, especially a waste collection and treatment system suitable for the conditions of an island commune. The goal is to gradually realize the "Green Island Free of Plastic Waste" model, linked with sustainable eco-tourism development.
With the determination of the entire political system and the consensus of the people, environmental protection work in Vinh Thuc island commune is gradually becoming more systematic, creating an important foundation for the locality's sustainable development, aiming to become a green, clean, and attractive destination at the northernmost point of the country.
