On March 23, the Ho Chi Minh City Police announced that the Criminal Investigation Department (PC03) of the Ho Chi Minh City Police had issued a decision to prosecute and temporarily detain Ho Viet Tan (61 years old, residing in Tien Giang province) and Bui Huynh Ba Phuoc (40 years old, residing in Ba Ria - Vung Tau province), both customs officials at the Phu My Port Customs Branch, Ba Ria - Vung Tau Provincial Customs Department, for the crime of accepting bribes.

These decisions and orders have been approved by the People's Procuracy of Ho Chi Minh City.

According to the Ho Chi Minh City Police, this is the result of an expanded investigation into the "smuggling" of FO and DO fuel oil carried out by Le Tan Hoa (48 years old, residing in District 7) and his accomplices.

Through initial investigations, the police determined that this group operated under the guise of Saigon Transco Petroleum Transportation Company Limited, carrying out contracts to transport FO and DO fuel (under the temporary import and re-export scheme) from the Nha Be Petroleum Depot to international ships anchored in the Dong Nai River area, Phu My - Vung Tau port, Lotus port, etc., in order to collude with captains and chief engineers to buy back a portion of the FO and DO fuel from the shipments intended for foreign ships.

The oil would then be hidden in specially designed compartments on the company's barges and transported for consumption in the domestic market without going through the required customs declaration procedures.

The defendants colluded with captains and chief engineers to purchase a portion of the fuel oil (FO) and diesel fuel (DO) from shipments destined for foreign vessels.

At the investigative agency, the customs officers who were prosecuted confessed to receiving bribes from Le Tan Hoa and employees of Saigon Transco Petroleum Transport Company Limited to fail to fully implement customs supervision procedures as prescribed; facilitating Le Tan Hoa and his accomplices in buying and selling FO and DO fuel from international ships without declaring them to customs.

Regarding this case, PC03 has so far prosecuted 8 defendants to continue investigating and clarifying their involvement in smuggling, giving and receiving bribes, and their positions and roles in the case.

Currently, PC03 is conducting an expanded investigation to clarify other related signs of wrongdoing and corruption in order to handle them strictly and thoroughly.
