Arrested the director and deputy director of the Northern Mountainous Region Forensic Psychiatric Center

The director and deputy director of the Northern Mountainous Region Forensic Psychiatry Center, along with a deputy head of the department, were arrested by the police on charges of accepting bribes to obtain psychiatric assessment conclusions.

During the investigation of the case of running a psychiatric diagnosis and giving bribes at the Central Institute of Forensic Psychiatry, the Investigation Police Agency - Hanoi City Police arrested Hoang Tat Thanh (58 years old) - director of the Northern Mountainous Region Forensic Psychiatry Center, Luc Thi Thanh Binh (52 years old) - deputy director of the Northern Mountainous Region Forensic Psychiatry Center and Lai Thanh Trung (46 years old, both residing in Phu Tho) - deputy head of the paraclinical department, appraiser of the Northern Mountainous Region Forensic Psychiatry Center for bribery.

According to the investigation, from the beginning of 2025, through connections with some doctors at the Central Institute of Forensic Psychiatry, the couple Nguyen Thi Mai Anh and Le Van Dong (residing in Hanoi) got acquainted with three leaders of the Northern Mountainous Region Forensic Psychiatry Center, Hoang Tat Thanh, Luc Thi Thanh Binh and Lai Thanh Trung, to ask for a psychiatric assessment conclusion.

Through acquaintances, Mai Anh bribed the above group of officials twice with a total amount of about 450 million VND to run a psychiatric assessment.

After receiving the money, at the appraisal council meeting, Hoang Tat Thanh directed Lai Thanh Trung and Luc Thi Thanh Binh to falsify psychiatric medical records, in order to draw a conclusion that maintained the old diagnosis of the Central Institute of Forensic Psychiatry.

Although they clearly knew that the suspects involved had not yet lost the ability to perceive and control their behavior, Thanh, Trung, and Binh still deliberately wrote in their records symptoms of mental illness to legitimize the fake conclusion.

Authorities are continuing to expand the investigation to clarify the entire chain and strictly handle related subjects.

Previously, on June 18, the Investigation Police Agency issued a decision to prosecute a criminal case of illegal possession of drugs, organizing illegal use of drugs, giving bribes, receiving bribes, brokering bribes and abusing positions and powers while performing official duties at the Central Institute of Forensic Psychiatry, Hanoi and Thanh Hoa province.

At the same time, a decision was made to prosecute and apply preventive measures against 40 people (including 36 defendants who are leaders and officials of the Central Institute of Forensic Psychiatry; two defendants are patients undergoing compulsory mental health treatment).

Notably, among them are Mr. Tran Van Truong - Director of the Central Institute of Forensic Psychiatry, Ms. Dang Thi Hoa - Mr. Truong's wife, Mr. Lam Van Thanh - Deputy Director, Mr. Duong Van Biet - Head of the Department of Appraisal - Deputy Head of the General Planning Department, Nguyen Thi Thu Hoai - Deputy Head of the Organization Department, Do Khac Doanh - Deputy Head of the Department of Men's Health.
