Man arrested urgently for abusing a 2-month-old girl in Lam Dong.

On the evening of May 21, the leaders of the Da Lat City Police ( Lam Dong province) announced that they had issued an urgent arrest warrant for Tran Hoai Thuong (33 years old, residing in Ward 2, Da Lat City) to investigate the act of intentionally causing injury.

Thuong has been identified as the perpetrator of the violent act against NNTC (born February 25, 2023, residing in Ward 3, Da Lat City), causing her multiple injuries.

Initially, child C. was diagnosed with fractures of the left and right forearms, fractures of both femurs, and a traumatic brain injury… Child C. was in a coma and required blood transfusions; initially breathing through an endotracheal tube, then requiring mechanical ventilation in a critical condition.

Previously, the police had also summoned Nguyen Phuc Hong An (22 years old, residing in Ward 3, Da Lat City), the biological mother of child C. However, due to child C.'s current poor health condition, the police have temporarily allowed An to return home to care for the child.

Child C. is the child of Nguyen Phuc Hong An and his biological father, Mr. N.D.TN (residing in Ward 7, Da Lat City).

In 2020, An married Mr. N. and had a child, C., but they separated in February 2023. After that, An and C. rented a room in Ward 1, Da Lat City. From March 2023, An had a romantic relationship with Tran Hoai Thuong.

Because C. was an infant, she often cried and fussed, which greatly annoyed Thuong. Therefore, Thuong repeatedly hit and slapped C. hard in the face.

On April 14th and 15th, 2023, Thuong slapped child C in the face.

On May 19, 2023, Thuong took a pacifier, put it in C.'s mouth, and taped around the child's mouth to prevent her from crying. When she saw C. having difficulty breathing, Thuong removed the tape. A short while later, Thuong continued to throw a teddy bear at the child 4-5 times.

At 1 AM on May 20th, Thuong and An used methamphetamine together, after which Thuong committed cruel acts against child C. Notably, An was present in the rented room at the time Thuong abused child C. but did not intervene.

Thuong had a prior conviction for illegal possession of narcotics, for which he was sentenced to two years in prison by the Bao Loc City People's Court in 2016.

The incident is currently under investigation by the authorities.
