BTO - After a working session conducted in a serious and responsible manner, this afternoon (March 22), the 21st (special) session of the 11th Provincial People's Council completed all the planned contents and programs and adjourned the session.
At this session, the Provincial People's Council unanimously approved six resolutions with a high percentage of votes in favor, including resolutions on planning, investment, and social welfare issues such as: Approving the General Planning Task for the construction of the Co Thach - Binh Thanh tourist area in Tuy Phong district; approving the General Planning Task for the construction of the Tan Thuan - Tan Thanh coastal tourist area in Ham Thuan Nam district; approving the General Planning Task for the construction of the Tan Thang - Thang Hai coastal tourist area in Ham Tan district; allocating central government budget investment capital for 2024 to implement the National Target Program for sustainable poverty reduction in the province; approving the land price adjustment coefficient for 2024 in the province, as a basis for determining specific land prices according to the law, serving the socio-economic development requirements of the locality; and repealing resolutions of the Provincial People's Council that are no longer consistent with state regulations. This demonstrates the Provincial People's Council's partnership with the Provincial People's Committee in implementing the policies and resolutions of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the socio-economic development of the province. It creates an important legal basis for all levels and sectors to organize and implement political tasks in 2024 and beyond, contributing to the successful achievement of the targets, tasks, and solutions set forth in the Resolution of the 14th Provincial Party Congress, term 2020-2025.
In his closing remarks at the session, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that we have passed nearly a quarter of the way through 2024, and it is predicted that in the second quarter of 2024 and the following period, the province will face a mix of advantages and difficulties that will directly impact the socio-economic development situation. Therefore, the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to continue to closely follow the resolutions and conclusions of the Central Government, the Provincial Party Committee, and the actual local situation to effectively implement the goals and tasks of socio-economic development of the province, especially to urgently develop and issue a plan for implementing the Binh Thuan Provincial Planning for the period 2021-2030 with a vision to 2050.
Simultaneously, review, adjust, and supplement relevant plans to ensure consistency and uniformity with the provincial plan. In addition, focus on accelerating the implementation of key projects and the disbursement of public investment capital in 2024. Pay attention to implementing solutions to combat budget revenue losses and ensure the completion of the 2024 budget revenue target. Alongside this, prioritize social welfare, and continue to effectively implement the three national target programs on new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
The Chairman of the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to focus on promoting administrative reform, with a focus on reforming administrative procedures to improve the investment and business environment and enhance the province's competitiveness; and to continue effectively implementing the 2024 theme launched by the Provincial Party Committee: "Improving competitiveness and satisfaction of people and businesses." Simultaneously, the Provincial People's Council requested the Provincial People's Committee to direct departments, agencies, and localities to urgently review the contents registered for submission at the mid-year regular session in 2024. The Chairman of the Provincial People's Council also requested the Provincial People's Committee to promptly concretize the resolutions passed at this session.
