At the ceremony, Secretary of Ben Tre Provincial Party Committee Ho Thi Hoang Yen reviewed the arduous but heroic historical period of struggle, with glorious victories. Ben Tre's army and people bravely rose up to fight the enemy, in which the highlight was the "Dong Khoi" on January 17, 1960 under the leadership of Female General Nguyen Thi Dinh, creating a decisive turning point for the resistance war against the US of the Southern revolution, shifting from a defensive position to an offensive position to destroy the enemy, leading to the great victory of spring 1975, successfully ending the historic Ho Chi Minh Campaign.

The work of gratitude in Ben Tre has been carried out practically and meaningfully. The province has confirmed and granted pensions to nearly 30,000 martyrs, built, gathered and buried more than 18,000 martyrs' graves in 17 cemeteries, 152 temples and 6 martyrs' memorial houses built with the joint efforts of the state and the people.

Nearly 7,000 Vietnamese Heroic Mothers have been awarded and posthumously awarded, 101 living mothers have been supported by organizations and individuals for life. More than 11,000 gratitude houses and thousands of savings books have been given to households with meritorious services and policy families. Subsidy and care policies for meritorious services have been implemented promptly.

At the same time, it is recommended that Ben Tre province focus on implementing the instructions of the General Secretary at the National Conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee.
