However, managing and enforcing regulations regarding advertising signs presents many challenges, requiring comprehensive solutions to bring this activity into order and compliance with regulations.

Advertising signs have long served not only as a tool for conveying business messages but also as a means of creating the distinctive appearance of each locality. Many signs are elaborately designed and aesthetically pleasing, contributing to the unique beauty of each street. However, it's still easy to encounter signs that are not entirely "visually appealing," confusing, or even violate advertising regulations. These "flaws" not only detract from urban aesthetics but also pose numerous safety risks.

Among these, a common problem is the oversized advertising signs that obstruct visibility and encroach on public space. Many advertising signs are erected directly on sidewalks or across pedestrian walkways, hindering people's daily lives and detracting from urban aesthetics.

In the context of globalization, the phenomenon of advertising signs with foreign languages ​​dominating Vietnamese is quite common. This is partly due to business owners wanting to create a "highlight" or attract the attention of customers.

However, this is a fairly common type of violation, because the Advertising Law stipulates that in cases where a foreign language is used, the foreign language text must be placed below the Vietnamese text, and the size of the foreign language text must not be larger than the size of the Vietnamese text.

In contrast to the grandiose advertising signs displayed in prime locations, on the facades of shops and high-rise buildings, there are also advertising signs placed in inappropriate locations. This includes signs hung on utility poles, trees, or blocking pedestrian walkways and sidewalks.

Furthermore, many old, dilapidated signs create an unprofessional image, detract from urban aesthetics, and pose a potential danger to nearby pedestrians and vehicles, especially in bad weather. Even signs decorated with flashing lights are too bright at night, causing glare and affecting road users.

In reality, on the streets, most advertising signs are designed and hung up according to the subjective wishes of the shop owners. Horizontal, vertical, square signs… depend not only on the "storefront" but also on the owner's preference.

Ms. T., the owner of a furniture store in Phan Dinh Phung ward, said: "Honestly, I asked the construction company to measure and make sure the 'facade' was covered in a way that was both modern and impressive, while also concealing the house's flaws... I didn't pay much attention to the regulations regarding advertising signs."

Ms. T.'s perspective and approach to advertising signage reflect the common mindset of many shop and business owners. Even though many people research advertising regulations and signage rules, their compliance is low, or they intentionally try to circumvent the law.

Mr. Vu Van Huong, Director of Viet Bac Advertising and Event Organization Company, frankly stated: "The reality is that most printing and advertising sign-making establishments operate according to customer requests. Therefore, signs and billboards are often very diverse in type and size and do not follow any standard. Businesses want to create the most unique and impressive signs and billboards without paying attention to the legal regulations on this matter."

Ms. Duong Thuy Phuong, Deputy Head of the Cultural Management Department, Department of Culture, Sports and Tourism, stated: Managing advertising activities in the province remains challenging due to the lack of integration between the socio -economic development plans of local areas and the provincial advertising plan. Large-format outdoor advertising, advertising on billboards, banners, and signs are inconsistent and do not adhere to standards; classified advertising using stickers, printed and painted on the walls of offices and public buildings remains common, detracting from urban aesthetics.

Furthermore, many organizations and individuals fail to notify the competent authorities of the content of their advertisements, making guidance and management difficult. Regarding advertising signs, the most common violations include oversized dimensions, incorrect placement, inappropriate content, and especially the use of foreign languages ​​without Vietnamese translation as required by regulations.

In 2024 and the first six months of 2025, the Department of Culture, Sports and Tourism received 263 applications for advertising product notifications. 100% of these applications were received and responded to correctly within the stipulated timeframe. However, in reality, there are still some shortcomings (as mentioned in the article above) that need to be addressed to ensure the urban landscape truly becomes modern and civilized.

In light of the above situation, the Department of Culture, Sports and Tourism will finalize and submit to the Provincial People's Committee for promulgation the Outdoor Advertising Planning in Thai Nguyen province for the period 2025-2030.

In addition, all levels and sectors will focus on improving the effectiveness of state management; promoting the dissemination and implementation of the Advertising Law and related legal documents to agencies, organizations, individuals, and businesses...

Violations regarding the placement of advertising signs will be subject to administrative penalties.

Placing billboards on sidewalks, sticking advertisements on utility poles or green spaces; incorrectly or incompletely writing names in Vietnamese on signs… are common violations in outdoor advertising that will be subject to administrative penalties.

Article 48 of Decree 38/2021/ND-CP stipulates the administrative penalties for violations of regulations on signage:

1. A fine of 5-10 million VND will be imposed for any of the following acts:

a) The signboard does not fully display the name of the direct managing agency; the name of the production and business establishment as stated in the business registration certificate or enterprise registration certificate; the address, and telephone number;

b) Using signs that do not comply with regulations in terms of size.

2. A fine of 10-15 million VND will be imposed for any of the following acts:

a) Incorrect or incomplete Vietnamese spelling of the name on the sign;

(b) Do not write in Vietnamese, only in a foreign language on the sign;

c) Display proper names, abbreviations, and international trade names in foreign languages ​​above the Vietnamese names on the signboard;

d) Displaying the name, abbreviation, or international trade name in a foreign language with a font size exceeding three-quarters of the Vietnamese font size on the signboard;

d) The height of the vertical sign exceeds the height of the building floor where the sign is placed.

3. A fine of 15-20 million VND will be imposed for any of the following acts:

a) Hanging, erecting, placing, or attaching signs that obstruct escape routes or fire exits;

b) Hanging, erecting, placing, or attaching signs that encroach on sidewalks or roadways, affecting public traffic;

c) Hanging, erecting, placing, or attaching signs that detract from the aesthetics.
