Binh Giang no longer has to worry about a shortage of clean water.

Many households in Binh Xuyen commune have had to restore their drilled well water sources for use, even though they know the water quality is not guaranteed.

Prolonged lack of clean water

For many years, the issue of clean water has been a hot topic for many people in Hong Khe and Binh Xuyen communes... The "thirst" for clean water has become a haunting concern every sweltering summer.

Binh Xuyen commune is a typical example of a locality lacking clean water. According to Mr. Ho Dinh Tuan in Chuong Cau village, there was a time when people had to endure a clean water shortage for 6 consecutive months, having to switch to using rainwater and well water even though they knew the quality was not guaranteed.

During family gatherings, holidays, and Tet (Lunar New Year), most families in the commune have to buy clean water supplied by tanker trucks. The price of clean water ranges from 100,000 to 130,000 VND/ ^m³ , many times higher than usual. At peak times, when they cannot get water tanker trucks, many families have to buy small plastic containers to carry clean water over distances of tens of kilometers.

The long-standing problem of intermittent clean water supply has caused public frustration, leading to numerous complaints to local authorities and during meetings with constituents.

Clean water in Binh Xuyen commune is directly supplied by Viet Duc Investment and Construction Development Joint Stock Company. In 2014, this company entered into an agreement to invest in and purchase clean water through a master meter with Hai Duong Clean Water Business One-Member Limited Company (now Hai Duong Clean Water Business Joint Stock Company).

Mr. Nguyen Van Khuong, Vice Chairman of the People's Committee of Binh Xuyen commune, said: "The commune is located far from the center and frequently experiences a shortage of clean water. The commune government has repeatedly contacted and petitioned the water supply unit to resolve the issue and provide sufficient clean water for the people, but the solutions have not been timely." The lack of clean water is also a significant obstacle for the commune in the process of building a model new rural area.

Hong Khe commune currently has over 2,100 households with a total of more than 8,000 inhabitants, living in 6 villages. Although the commune has a clean water supply plant, according to the Chairman of the Hong Khe Commune People's Committee, Nguyen Van Dat, in previous years there were still several periods of clean water outages each year, each lasting for several days.

New hope

Following numerous petitions from voters at meetings with representatives of the People's Council at all levels and National Assembly representatives, the situation regarding the supply of clean water in Binh Giang district has recently seen positive changes.

This is because the water booster pump station in Phuc Le village, Vinh Hong commune, officially commenced operation in early December 2024. Construction of this booster pump station was started on November 17, 2022, by Hai Duong Clean Water Business Joint Stock Company with a total investment of over 22.8 billion VND. The water source is supplied from Viet Hoa Water Plant (Hai Duong City). The pump station helps improve the water supply capacity for the entire Binh Giang district, serving approximately 30,000 direct and indirect water customers.

According to Mr. Hoang Hai, Deputy Director of Branch No. 10 of the Clean Water Business (Hai Duong Clean Water Business Joint Stock Company), the clean water booster pump station located in Vinh Hong commune currently has a capacity of 10,000 ^m³ /day. In phase 2, the station's capacity can be increased to 25,000 ^m³ /day to meet the needs of projects operating in industrial clusters and zones.

The Vinh Hong booster pump station has been officially operational since December 2024.

Previously, Hai Duong Clean Water Business Joint Stock Company invested in the construction of D400 pipelines from the main axis next to National Highway 5 to the booster pump station in Vinh Hong commune with a total cost of nearly 30 billion VND; built a pump station; and added a reservoir of approximately 1,000 ^m³ .

With a capacity of 10,000 ^m³ /day, the wholesale sale of clean water to Viet Duc Investment and Construction Development Joint Stock Company will be improved, thereby contributing to solving the clean water shortage in downstream communes in Binh Giang.

However, from a technical perspective, the current water pipeline of Viet Duc Investment and Construction Development Joint Stock Company is still too small. Therefore, in addition to the stable water supply from Branch No. 10 of the Clean Water Business, the retail unit, Viet Duc Company, needs to invest in, build, and upgrade the pipeline to ensure sufficient clean water supply for the people.
