Over the years, Binh Lieu district has consistently focused on addressing voters' requests, thereby contributing to improving the effectiveness and efficiency of state management and protecting the legitimate rights and interests of voters and the people.
Previously, due to the lack of an irrigation system, rice production in Khe Tien village (Dong Van commune, Binh Lieu district) faced difficulties, especially in bringing water to the fields for land preparation before sowing, or draining water during prolonged periods of rain and flooding. According to Duong Phuc Thim, Party Secretary and Head of Khe Tien village: To ensure timely planting, many households had to stay up all night, taking turns waiting, spending a lot of time and effort to bring water to the fields for plowing. Even then, sometimes the fields below had already been sown, while the fields above were still not prepared.
Following voter recommendations, Binh Lieu district reviewed and planned the project, and in the fourth quarter of 2024, nearly 1km of irrigation canals were reinforced and put into use, helping people to be more proactive in obtaining water for agricultural production and flood control. This has improved crop yields and production, increasing economic efficiency for households.
In Huc Dong commune, following a voter petition, the district directed the electricity sector to invest in the construction of a street lighting system along the Na Ech - Thong Chau inter-village road, spanning over 3km. This facilitates nighttime travel for residents and contributes to maintaining local security and order. Mr. Cao Xuan Quoc (Na Ech village) stated: "Previously, nighttime travel posed a significant risk of accidents due to the lack of streetlights. Since the government's attention and investment in the street lighting system, the people are very pleased. Not only is travel more convenient and safer, but businesses along both sides of the road, like my family's, are also doing better."
In 2024, the District People's Council compiled and forwarded 78 voter recommendations to the District People's Committee, most of which related to people's livelihoods, such as: requests for investment in canal and ditch reinforcement, construction of speed bumps, financial support to complete targets and criteria for advanced new rural development, installation of street lighting, repair of clean water pipelines, and provision of domestic water supply... In addition, there were some recommendations related to granting land use right certificates to households that have built houses under housing support programs, and requests to expedite the issuance of land ownership certificates for agricultural land, forest land, and residential land for households...
To address the issues thoroughly and promptly, and to meet the expectations of voters, the Standing Committee of the District People's Council has issued a document assigning relevant agencies and units to take the lead and coordinate in resolving the issues within their authority; directing committees, groups, and representatives of the District People's Council to regularly monitor the departments, agencies, and units in resolving voters' opinions and recommendations. At regular meetings of the District People's Committee, the Standing Committee of the District People's Council also regularly urges the District People's Committee to direct departments, agencies, and units to pay attention to and resolve voters' recommendations and report the results to the District People's Council meetings. As a result, the direction and resolution of voters' recommendations have been given attention by the District People's Committee, agencies, units, and the People's Committees of communes and towns.
To date, the District People's Committee has acknowledged, accepted, considered, resolved, and responded to all 78/78 voter petitions. Many of these petitions have been resolved and are proving effective, contributing to production and meeting people's needs. According to Loan Thi Cong, Vice Chairman of the Binh Lieu District People's Council, due to the large workload in 2024, agencies and units still need to focus their time and resources on addressing the consequences of Typhoon No. 3, thus affecting the time allocated for considering and resolving voter petitions.
Currently, the Standing Committee of the District People's Council is requesting the District People's Committee to continue directing relevant agencies to definitively resolve the remaining requests from voters, such as: dismantling the old, unused transformer station of the electricity sector in Pac Lieng village (Binh Lieu town); reinforcing the Ta Phap irrigation canal system to serve agricultural water needs for the people of Luc Hon and Dong Tam communes; providing telephone service to the people of Keo Chan village (Dong Tam commune)... The Standing Committee also requests the District People's Committee to promptly coordinate with the Tien Yen District People's Committee to resolve the issue of people in Dai Duc commune planting trees and exploiting pine resin within the administrative boundaries of Na Luong village (Vo Ngai commune, Binh Lieu district).
