Since the beginning of its term, the commune Party Committee has concretized key breakthroughs by issuing resolutions, programs, and plans for implementation. To implement the breakthrough "Promoting rice production towards high-quality commodity production and applying science and technology to production to reduce costs and increase income for farmers in the area north of National Highway 80," the commune has implemented a project to restructure the agricultural sector and planned high-tech agricultural production areas. In particular, the commune has focused on developing a high-tech agricultural zone covering 316 hectares in Thuan Tien hamlet.
At the same time, we will strengthen guidance on propaganda and mobilization of people to participate in clean agricultural production models; implement a large-scale model field project with an area of 3,154 hectares, thereby gradually reducing the use of chemical fertilizers and pesticides, prioritizing the use of organic fertilizers and pesticides in rice cultivation.

According to Mr. Diep Trung Thao, Secretary of the Party Branch and Head of Thuan Tien Hamlet, in implementing the breakthrough set forth by the Party Committee of the commune for the 2020-2025 term, the Party Branch and the leadership of Thuan Tien Hamlet have intensified propaganda and mobilization efforts to encourage the people to change their production mindset, actively participate in collective economic models, and apply scientific and technological advancements to production.
“The hamlet places special emphasis on maintaining and improving the effectiveness of cooperative groups, moving towards establishing agricultural service cooperatives for rice production. In order to reduce production costs, increase profits, and attract businesses to purchase and consume rice from farmers, the Party branch has determined that it is necessary to aim for high-quality rice production,” Mr. Thao said.
Currently, the Agricultural Service Cooperative for rice production is operational, cultivating 319 hectares for three crops per year. Initially, the cooperative had 53 members, with an average income of 45 million VND/hectare/year. To date, the number of members has increased to 58, with an average income of 58 million VND/hectare/year.
Thanks to the State's investment in dredging canals and ditches, installing 3-phase electricity, building 2 electric pumping stations and over 8km of concrete roads, the Cooperative's Board of Directors and members contributed over 300 million VND to purchase 4 motors, electrical wires and pump troughs to serve production. As a result, average productivity increased 1-1.5 times compared to small-scale production, production costs decreased significantly, profits increased, contributing to improving people's lives, promoting socio-economic development and successfully implementing the Resolution of the Commune Party Congress.
With the second breakthrough, "Focusing on improving awareness of adherence to Party principles and strictly managing Party members," the Party Committee of Binh Son commune continues to focus on improving the quality of Party branch activities, especially the adherence to Party principles and the management of Party members.
Do Hoai Thanh, Secretary of the Party Committee of Binh Son Commune, shared: “The commune maintains a good system of assigning members of the Standing Committee of the Commune Party Committee to direct subordinate Party branches; members of the Commune Party Committee directly monitor the activities of Party branches. All Party branches ensure regular meetings, with the required attendance rate of Party members; strictly adhere to the principles of Party activities, linking Party member management with monitoring the results of assigned tasks. At the same time, we focus on preventing, identifying, and combating manifestations of ideological and political degradation, moral decay, lifestyle deviations, and ‘self-evolution’ and ‘self-transformation’.”
The Party Committee of Binh Son commune and its branches effectively implemented the evaluation of the quality of branch meetings using a scoring system according to Guidance No. 61-HD/BTCTU, dated February 14, 2023, and the evaluation of "four-good branches" and "four-good grassroots Party committees" according to Guidance No. 62-HD/BTCTU, dated September 12, 2023, of the Provincial Party Committee's Organization Department. Annually, up to 92.23% of the branches successfully completed their tasks. Throughout the term, no branch violated regulations and was subject to disciplinary action; no Party members violated the principles of Party activities. The percentage of Party members who successfully completed their tasks or better reached 91% each year.
During the 2025-2030 term, Binh Son commune will focus on mobilizing resources to invest in the comprehensive development of socio-economic infrastructure, effectively exploiting local potential and advantages; promoting sustainable development, accelerating digital transformation and innovation, and improving the quality of culture, education, and health.
Comrade Do Hoai Thanh stated: “In the next term, the commune will continue to identify two breakthroughs. Firstly, to promote the application of information technology and digital transformation in Party work; and to build Party organizations that adapt to the digital age. Secondly, to focus on mobilizing resources to build a synchronous transportation infrastructure serving high-tech agricultural production areas; to strengthen linkages in processing and product consumption, associated with building brands and trademarks to enhance the value of local agricultural, forestry, and aquatic products.”
