The Politburo and the Secretariat decided to discipline party organizations and party members who violated the law.

The Politburo and Secretariat found that:

1. The Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020-2025 term (from the beginning of the term to September 2024) violated the principle of democratic centralism, Party regulations, and Working Regulations; loosened leadership and direction, lacked inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee and many Party organizations and Party members, including key officials of the province, to violate Party regulations and State laws in leading, directing, and organizing the management of land, resources, and minerals, in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, risk of major loss of the State budget, bad public opinion, and reduced the reputation of Party organizations and local authorities.

2. Comrade Do Trong Hung, during his tenure as a member of the Party Central Committee and Secretary of the Thanh Hoa Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, outraged public opinion, and had a very negative impact on the reputation of the Party organization and local government.

3. Comrade Do Minh Tuan, during his tenure as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Thanh Hoa province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste, and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, outraged public opinion, and had a very negative impact on the reputation of the Party organization and local government.

4. Comrades: Nguyen Van Thi, member of the Provincial Party Standing Committee, member of the Party Executive Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the People's Committee of Thanh Hoa province; Le Anh Xuan, member of the Provincial Party Standing Committee, former Secretary of the Thanh Hoa City Party Committee; Tran Anh Chung, member of the Provincial Party Committee, Director of the Department of Industry and Trade, former Chairman of the People's Committee of Thanh Hoa city; Tran Van Thuc, member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Education and Training of Thanh Hoa province; Pham Quoc Nam, former: Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Natural Resources and Environment of Bac Lieu province (now Ca Mau province); Bui Quoc Nam, former: Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Health of Bac Lieu province (now Ca Mau province); Pham Tan Hoang, former: Member of the Provincial Party Committee, Chief Justice of the People's Court of Phu Yen province, Deputy Chief Justice of the High People's Court in Da Nang, have degraded in political ideology, ethics, and lifestyle; Violating Party regulations and State laws in performing assigned duties and tasks; violating regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very negative impact on the reputation of the Party organization and the agency or unit.

Based on the content, nature, level, consequences, and causes of the violation; based on the Party's regulations on discipline of violating Party organizations and Party members, the Politburo decided to impose a disciplinary warning on the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020-2025 term (until September 2024); and requested the Party Central Committee to consider and impose disciplinary action against comrade Do Trong Hung according to its authority.

The Secretariat decided to expel from the Party the following comrades: Nguyen Van Thi, Le Anh Xuan, Tran Anh Chung, Tran Van Thuc, Pham Quoc Nam, Bui Quoc Nam, Pham Tan Hoang; and remove comrade Do Minh Tuan from all Party positions.

Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
