
Efforts to resolve problems
Site clearance is currently one of the biggest bottlenecks. According to information from authorities and investors, the difficulties and problems in site clearance stem from many causes; including problems in planning and constructing resettlement areas.
Localities also raised many practical issues, including the consolidation of project management boards at all levels, land fund development centers, etc. in the past time, which has taken time, affecting the project's progress to some extent. Resolution No. 106/2023/QH15's expiration also causes difficulties in granting construction material mining licenses, an important factor in ensuring the supply of materials for the project. In addition, the project also encountered overlapping mineral planning and problems in handing over road boundary markers in some communes.
Faced with the above difficulties, the relevant parties are actively coordinating to resolve them. Many working sessions have been organized in localities, and field surveys by provincial People's Committee leaders along the expressway to find solutions to overcome difficulties and promote progress.
In a recent working session with the Provincial People's Committee, investors also proposed to speed up site clearance work, extend or issue legal documents to replace Resolution No. 106/2023/QH15, guide the handling of issues related to minerals and support procedures related to construction material mines.
In particular, accelerating the progress of sub-project 4 plays a key role, focusing on compensation, site clearance, and resettlement support for people affected by the project in the old Duc Trong area. This sub-project aims to ensure clean land, meet the progress of the expressway project, and at the same time ensure legitimate rights and stabilize the lives of affected people.
The construction of resettlement areas is an important part of the land acquisition and clearance work. The goal is to support the relocation and stabilization of the lives of households affected by the project, who have to move from their old residence. At the same time, invest in the construction of a synchronous technical infrastructure system (electricity, water, roads, schools, medical stations ...) in the resettlement areas, ensuring better living conditions for the people.
Expecting change
Despite many difficulties and obstacles, with the participation of authorities at all levels, relevant departments, branches and sectors and the efforts of investors, the Bao Loc - Lien Khuong Expressway project is still expected to be implemented by the end of this year.
The investor committed that if the government actively resolves current problems and hands over the site early, the unit plans to simultaneously organize construction. According to the investor's plan, the mine clearance work is expected to be completed before November 30, 2025. The selection of construction contractors is expected to be completed in November 2025. The unit will mobilize personnel and machinery and equipment starting from November 2025, then, with favorable site conditions along the entire route, the construction items will be simultaneously constructed in June 2026.
With such determination and effort, the goal of completing the project by the end of 2027 is still expected to be achieved. However, the key to "unlocking" the project now lies in completely clearing the land-related problems.
