Promoting railway projects connecting with China

Prime Minister Pham Minh Chinh requested to continue close coordination with the Chinese side, and discuss to unify cooperation contents.

On September 29, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to hear a report on the results of the first session of the Vietnam-China Railway Cooperation Joint Committee and to review the situation and progress of the work, continuing to promote the implementation of the Lao Cai - Hanoi - Hai Phong railway project as required.

According to a resolution of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway project, approximately 419 km long with a total capital of over 203 trillion VND, equivalent to 8.37 billion USD, is scheduled to commence in 2025 and be completed by 2030. The Prime Minister has requested that the groundbreaking ceremony for several components of the Lao Cai - Hanoi - Hai Phong railway project be held on December 19, 2025.

After hearing the reports and discussions, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts of the ministries and agencies in implementing the assigned tasks. The inter-ministerial working group attended the first session of the Vietnam-China Railway Cooperation Joint Committee, which recently took place in Beijing, China.

The Prime Minister requested relevant agencies to continue implementing high-level agreements as well as the contents reached at the first session of the Joint Committee, with the spirit of "high determination, great effort, decisive action, completing each task thoroughly," ensuring synchronicity and comprehensiveness, "what is said must be done, commitments must be fulfilled, and actions must yield concrete, measurable results," assigning "clear responsibilities, tasks, timelines, authority, and expected outcomes."

Emphasizing the need for proactive and immediate action on what can be done, Prime Minister Pham Minh Chinh requested continued close coordination with the Chinese side, exchanging views to reach consensus on cooperation contents; ministries and agencies must proactively implement tasks according to their functions, duties, and powers, and cooperate synchronously and closely with each other. If difficulties or obstacles arise that are beyond their authority, they must immediately propose solutions to the competent authorities.

Prime Minister Pham Minh Chinh requested the Ministry of Science and Technology and the Ministry of Construction to urgently develop, appraise, and publish the standards and regulations for high-speed railways, specifically the Lao Cai - Hanoi - Hai Phong railway, in accordance with the correct procedures, authority, and legal and international regulations, to be completed by October 2025.

The Ministry of Education and Training, along with relevant agencies, will immediately implement cooperation in human resource training. The Ministry of Foreign Affairs will continue to promote high-level activities to facilitate the implementation of projects connecting with China.

The Ministry of Finance, in collaboration with relevant agencies, will review and calculate funding arrangements, proactively securing Vietnamese capital and researching the most effective loan options. Simultaneously, they will continue working closely with the Asian Infrastructure Investment Bank on the feasibility of securing loans for the project. A detailed plan will be urgently submitted to the Government Standing Committee in October 2025.

The Prime Minister requested the urgent strengthening of human resources and the consolidation of railway project management boards under the Ministry of Construction; the Lao Cai - Hanoi - Hai Phong Railway Project Management Board should continue to promote the project's implementation as soon as possible with a spirit of learning as it goes, drawing lessons from experience, and being as proactive as possible in carrying out tasks, especially those that can be done independently.

The Prime Minister instructed the Ministry of Construction and relevant agencies to develop a comprehensive plan for critical path progress, land clearance, and component projects. Specifically, for component project 1 (investment in infrastructure connecting stations along the line and station plazas, using domestic capital), the Prime Minister requested the completion and approval of the feasibility study report by October 2025; the completion of technical designs for the commencement items before November 6th; the selection of contractors and supervisory consultants before December 5th; and the completion of land clearance and bomb and mine removal within the commencement area before December 19th.

Regarding component project 2 (investment in railway construction, using domestic and loan capital), the Prime Minister requested the urgent preparation of a feasibility study report, to be completed no later than June 2026, with the spirit of prioritizing quality above all else; the appraisal and approval of the report must also be carried out urgently.

Directing ministries and agencies to work with their Chinese counterparts to sign an agreement on connecting standard gauge railways between the two countries, the Prime Minister requested that the documentation and technical plans be finalized by September 2025.

Regarding cooperation in railway industry development, the Prime Minister emphasized the approach of implementing projects from low to high levels, from small to large, from simple to complex, ensuring thoroughness at each stage.

The Prime Minister requested the Ministry of Construction to continue to do a good job in leading and coordinating cooperation with China, building on the achievements already made, developing a roadmap, progress and specific work contents in the spirit of "6 clear points", and reporting periodically every month; along with the Lao Cai - Hanoi - Hai Phong railway project, it must continue to promote the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong railway projects connecting Vietnam and China.
