Minister and Head of the Government Office Tran Van Son serves as the Standing Deputy Head of the Committee; Mr. Nguyen Canh Viet and Mr. Bui Hong Minh serve as the Specialized Deputy Heads of the Committee.

The members of the Steering Committee include: Mr. Vo Thanh Hung - Deputy Chief of the Central Party Office; Ms. Mai Thi Thu Van - Deputy Head of the Government Office; Mr. Pham The Tung - Deputy Minister of Public Security; Mr. Cao Anh Tuan - Deputy Minister of Finance; Mr. Nguyen Thanh Tu - Deputy Minister of Justice ; Mr. Vu Chien Thang - Deputy Minister of Home Affairs; Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Environment; Mr. Nguyen Ngoc Canh - Deputy Governor of the State Bank of Vietnam; Mr. Nguyen Hong Son - Deputy Head of the Central Policy and Strategy Committee; Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor; Mr. Truong Viet Dung - Vice Chairman of the People's Committee of Hanoi City; Mr. Nguyen Van Dung - Vice Chairman of the People's Committee of Ho Chi Minh City; Mr. Ha Minh Manh - Full-time Member; Ms. Le Thanh Van - Director of the Enterprise Innovation Department of the Government Office - Member and Secretary of the Steering Committee.

Decision No. 2134/QD-TTg takes effect from the date of signing and issuance, replacing Decision No. 1507/QD-TTg dated December 4, 2024 of the Prime Minister approving the List of members of the Steering Committee for Enterprise Innovation and Development.

Accordingly, the Steering Committee for Enterprise Reform and Development is an inter-sectoral coordinating organization with the function of researching, advising, and recommending solutions to assist the Prime Minister in directing and coordinating the resolution of important, inter-sectoral issues concerning the restructuring, reform, and improvement of the operational efficiency of state-owned enterprises; the development of enterprises belonging to other economic sectors; and the conversion of public service units into enterprises.

The Steering Committee is tasked with assisting the Prime Minister in formulating strategic directions and solutions for restructuring, reforming, and improving the efficiency of state-owned enterprises; developing enterprises belonging to other economic sectors; and converting public service units into enterprises.

Another task of this Committee is to assist the Prime Minister in directing and coordinating among ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-administered cities, and relevant agencies and organizations to resolve obstacles and inadequacies in policy mechanisms and implementation in the restructuring, reform, and improvement of the operational efficiency of state-owned enterprises; the development of enterprises belonging to other economic sectors; and the conversion of public service units into enterprises.

At the same time, the Steering Committee will research and propose solutions to overcome difficulties and obstacles in the production and business activities of enterprises, contributing to improving the efficiency of enterprises and fulfilling other tasks assigned by the Prime Minister.
